Administrative Report
The following will summarize those items on the Agenda for the Tuesday, February 3, 2004 Selectboard Meeting.
Unrestricted Funds/Miscellaneous Income. Municipal Staff has been working on the next phase of our integrated Geographic Information System (GIS) and is now seeking funding for implementation of the project. The GIS system is a department-wide mapping system that allows all Town Departments and the public to access mapping information from all related departments. The mapping information is layered and coordinated according to the State Map system and our tax maps. The Town has previously received Grant money to develop the initial components of the system. The enclosed memo from Grants Manager Elizabeth Glenn asks that funding of up to $25,000 be taken from the unrestricted/miscellaneous funds that the Town has available from loan payback of the Vermont Community Development Program. Approval of the funding would give any land parcel or area of Town to be seen in a comprehensive manner rather than the current method of information being provided from many different departments. Approval of the use of the funding request will allow the Town to seek bids for GIS implementation for Selectboard approval.
Ordinance Amendment. The Tree Committee will be present to discuss the first reading of the proposed comprehensive tree ordinance. Many previous ordinance language concerns, expressed by Selectboard members have been addressed during previous work sessions of the Tree Committee and Selectboard, however a proposed section of the new ordinance, (#14-34) dealing with costs incurred for replacement of trees taken down within the Town right of way is still controversial. A memo from the Public Works Department detailing concerns is enclosed. The section of the ordinance, #14-34, assigns a formula for cost of mitigation to trees removed, within the public right of way that are removed by a private landowner or developer. Since this is the first reading of the proposed Tree Ordinance, only discussion will be held on the Ordinance. A public hearing and vote on the proposed Ordinance is scheduled for the Selectboard meeting of Tuesday, February 17, 2004.
Ordinance Amendment. Based on a citizen concern and discussion and approval at the January 27, 2004 meeting of the Traffic Safety Committee, a proposed ordinance amendment is presented to the Selectboard asking to designate the east leg of Williams St., at Western Avenue as a one-way street running south from Western Avenue. While no easy solution exists for congestion at the intersection, the Traffic Safety Committee feels that this ordinance amendment might provide some short-term improvement to the traffic situation.
DPW Dump Truck - Approve Short Term Note. As a result of bids received from four local lending institutions, Finance Director Barbara Vinci requests approval of the low bid from Chittenden Bank. The terms of the one-year note, renewable for a second year, is 1.9% interest for a total amount over two years of $60,695. A separate one-year note will handle the third year of funding in 2006.
Land Trust Easements. Board members are asked to approve several minor easement changes regarding Town property at the Mini-Park on South Main St., and the proposed building improvement project of the Brattleboro Area Community Land Trust at 42 South Main St.
