The Windham World Affairs Council begins its 2004 Falk Lecture series on Friday, April 16, at 7:30 p.m., at the Brooks Memorial Library, with a presentation entitled, "What Future for the Oceans," by John Temple Swing, President Emeritus of the Foreign Policy Association.
Mr. Swing is a frequent commentator on world politics and public international law and has written widely on these subjects. His article, 'What future for the Oceans?" appeared in the fall issue of Foreign Affairs (Sept-Oct 2003.)
From 1963 to 1993 Swing was involved in various leadership positions with the Council of Foreign Relations, serving as President, pro tem, in 1985-86; and Executive Vice President until 1993. In 1993, he was named president of the Foreign Policy Association. Although he relinquished his administrative duties in 1996 he remains active with both organizations. He has published several other articles (on Gorbachev and on Afghanistan), and has contributed the foreword and afterward to a Council on Foreign Relations book, Right v. Might:International Law and the Use of Force (1991).
