The following will summarize those items on the Agenda for the Tuesday, September 7, 2004 Selectboard Meeting
9A. First Class Liquor License. WeatherVane Gallery and Performing Arts Café has requested a First Class License for their establishment at 19 Elliot Street. Your approval will be contingent on receipt of a clear record check
9B. Entertainment License. Ursula Dalem, d/b/a Dalem’s Chalet, has requested an Entertainment License to hold a wedding reception on September 18, 2004, from 3pm to 10pm.
10A. Selectboard Rules of Procedure. As a result of a recent Selectboard Retreat, the Board has asked that time be allocated for preliminary discussion on changes to Selectboard meeting procedures, with the goal of improving the Selectboard’s ability to handle the large workload of agenda items that they face at each meeting.
10B. Nuclear Free Vermont. The Board is in receipt of a list of ten recommendations, via resident Jane Southworth, that a citizen’s group, Nuclear Free Vermont 2012, would like included in the budget request that Town Emergency Management Staff will make to the Vermont Emergency Management, Radiological Emergency Response Plan, (RERP) fund, in late September.
10B. East Orchard Street. The Selectboard is asked to approve the request for a Waiver for Non-Conforming lots to allow a current three-lot subdivision on Orchard St, owned by Lawrin and Pamela Crispe, to be reconfigured into a non-conforming two-lot subdivision. A memo detailing the non-conforming road frontage from Zoning Administrator Alice Herrick is included in your packets. The proposed waiver for non-conformance has been approved by the Planning Commission and has received preliminary plat approval from the Development Review Board.
10C. Grand List. Phil Turner will be submitting the Errors and Omissions Report for last month after receiving the updates on homesteads.
10D. Fuel Bids. The Selectboard is asked to approve the Town portion of the Town and School District bids received on August 25, 2004, for fuel for all Town buildings. Acceptance of the low bid of $1.384/gallon from Barrows Fisher Oil of Brattleboro for regular fuel oil is recommended. Approval is also requested of a bid of $1.534/gallon, by Barrows Fisher for blended fuel for the Transportation Center.
10E. Ordinance Amendment. The permanent ordinance establishing one-way traffic on Green Street from the junction of High Street easterly to Whipple Street, during school dropoff and pickup times, is before the Board for its second reading/public hearing. School officials met with the Traffic Safety Committee in July after the trial period was conducted in May/June. Consensus of both the Committee and school officials was to implement the one-way traffic on a permanent basis. The proposed ordinance also includes language to allow one-way traffic in the event of early school closing or emergency situations.
10F. Ordinance Amendment. An ordinance creating a three-way stop at the intersection of South Main and Cotton Mill Hill is before the Board for its second reading and public hearing. The Traffic Safety Committee monitored the intersection since its reconstruction several years ago and discussed the many near-misses at the intersection due to the speed of northbound traffic on South Main and the resulting line of sight distances. Although the Committee was reluctant to install stop signs, the consensus is that it is the only way to improve safety at the intersection.
10G. FY06 Budget. Selectboard members are asked to schedule a work session for preliminary discussions on the FY05-06 municipal budget
