    Crisis at BCTV - What You Can Do

    Town NewsProblems at Brattleboro Community Television which have simmered for years, boiled over at the July 6, 2005 Board of Directors' meeting at which the chairman refused to apologize to another board member whom he had called "an a--hole."

    This shocking display at a public meeting with the press present is the tip of the iceberg. The incident shows that it is no exaggeration to call the current dynamics at BCTV, dysfunctional.

    Although the Board is divided, fortunately there are intelligent, effective people on the Board who are working hard to restore responsible leadership to public access TV. To succeed, they need our help. Because critical decisions will be made soon, including an update to the bylaws, right now is the moment which presents the best opportunity to begin shaping a new future and look for the organization.

    Here is what you can do:

    1. Attend the BCTV Board meeting on Wednesday, July 20 at 5:30 p.m. on the 3rd floor of the Brattleboro Municipal Building. Your presence will show support for a new plan to improve public access at the station.

    2. Become a BCTV Member. If you live in the BCTV viewing area, even if you do not subscribe to cable, you can become a member by filling out a simple, one-page form which you can pick up at BCTV on the 3rd floor of the Municipal Building.

    Becoming a member will give you a voice and allow you to vote at the upcoming, special membership meeting on August 17th at which new bylaws will be proposed. Membership will allow you to receive training and to use equipment so that you will qualify to create your own TV show about any topic which interests you. Membership will allow you to vote at the annual meeting on September 17th, at which time any vacancies on the Board will be filled.

    BCTV belongs to all of us. Your participation will make it possible for OUR station to become a responsive, accountable, community resource.

    I really REALLY hope I can make it tomorrow (depending on my work schedule, which will be set tomorrow - so, its up in the air right now - grrrrr $!$#@$$%).

    You really hit the nail on the head, Steven, when you said: "BCTV belongs to all of us. Your participation will make it possible for OUR station to become a responsive, accountable, community resource. " Exactly!!!!

    Hopefully the BCTV board will remember that tomorrow when they make their decisions.

    I have sent the following request for tonight's agenda:

    July 20, 2005

    Dear Vlasta,
    Please place me on the agenda for this evening’s BCTV Board Meeting. I
    would like to pose the following to each Board member and to ask the
    Board to vote on a resolution.
    __________________________________________________:
    With the exception of Michael Billingsley; by their silence, each and
    every member of this Board has given the impression that it is
    acceptable at BCTV for a Board member, at a public meeting, to direct a
    vulgar invective at another. That the misconduct which occurred on this
    Board was gross and flagrant became abundantly clear when the
    representative from Vernon, when asked to apologize, instead stood by
    his previous obscenity. Therefore, I want each Board member to go on
    record by speaking to and voting on the following:

    “It is resolved that the BCTV Board of Directors does not condone the
    gross misconduct displayed by the representative from Vernon when he
    directed an obscenity at another Board member during a public meeting of
    this Board.”

    Stephen,
    I just needed to point out that the last meeting was not the first time
    the name-calling was addressed, so your assumption that the other
    board members have been silent is incorrect.
    On June 17th (two days after the meeting), in my letter expressing
    my concerns about the budget vote, I wrote an open letter to the
    entire board voicing this very concern. Please note the last
    paragraph:

    "To my fellow BCTV Board of Directors:

    Since I was unable to attend all but the very last ten
    minutes of the meeting of Wednesday June 15, 2005, I
    was hoping someone could shed some light on two points
    of confusion I have concerning the budget which seems
    to have been passed at the end of the meeting.

    When I arrived, just after the Executive Session had
    ended, there was an abrupt call for a vote, over the
    objections of Ian Kiehle and Michael Billingsley,
    before the entire budget had been discussed. I was
    told that there had been no discussion of any items
    appearing below the payroll section, and so I felt
    that I had to vote no to the budget as presented,
    along with Mr. Kiehle and Mr. Billingsley. While I am
    no expert in how these budget votes normally proceed,
    it would seem improper to me to have carried out a
    vote without ANY discussion allowed for a large
    portion of the budget items. The budget document in
    itself seems to be irregular and incomplete, and I
    would have liked the opportunity to ask a question or
    two about certain line items (such as $2000.00
    assigned for Travel/Lodging?).

    It would also seem to me that the fact that this
    proposed budget was delivered via email only ONE DAY
    before a vote was called is poor procedure. In fact,
    due to what seems to have been an email address error,
    I did not receive the budget until 5:11 pm… 19 minutes
    before the scheduled start time of the meeting!

    Aside from the strange procedures I’ve just described
    surrounding the budget vote, I have a second question
    concerning the change in hours to the Access
    Coordinator position. If Frederic’s position, as
    identified on the original budget, is being reduced to
    26 hours per week (or 30 hours as I’ve seen it was
    changed to at some point), how can BCTV comply with
    the station employment policy concerning three months
    notice of a status change? There is no allowance for
    that if this budget is to take effect on July 1st

    To sum up, the circumstances surrounding the budget
    vote have raised these important issues, and I request
    that those members of the board who voted in the
    affirmative please provide the answers to these
    questions.

    Finally, on a more personal note, I felt that the
    President of the Board yelling “You’re an Asshole” at
    Michael Billingsley was highly inappropriate behavior,
    and would hope that Mike Hebert will make an apology
    for such a rude and counterproductive outburst.
    Thank you all for your attention to my concerns. "

    One more note - please be aware that the original statement made to
    Michael Billingsley did NOT occur during the public board meeting... it
    occured about 10 seconds after the meeting was abruptly closed.
    This in no way makes the comment different or acceptable, in my
    opinion, but I wanted to point that out in the spirit of fairness.

    Thanks, Tim, for clarifying the details, and for pointing out that you have gone on record protesting the use of profanity.

    Despite the original 10 second delay: On July 6, during a public meeting, Mr. Hebert went on record refusing to apologize and reiterating the invective.

    I think it is important for the board to go on record regarding this incident, which is why I am proposing the resolution.
