    Findings of the board
    August 28, 2006

    On August 28, 2006 the board of BCTV held a hearing on a complaint submitted by staff members of the station against past board members for actions taken in August 2005. The complainants were present; the respondents did not appear. One respondent, Lynn Corum, submitted a written response. The board has now deliberated and reviewed its policies and procedures and finds as follows:

    That respondent Lynn Corum engaged in gross misconduct when she removed membership applications from the station premises without the board’s knowledge or authority, when she submitted membership applications for consideration without the permission of the named applicant, and when she deposited the membership applications at the Brattleboro police station without the board’s knowledge or authority.

    That respondent Michael Hebert engaged in gross misconduct when he assisted Ms. Corum in removing membership applications from the station premises without the board’s knowledge or authority, and when he assisted Ms. Corum in depositing the membership applications at the Brattleboro police station without the board’s knowledge or authority.

    These actions undermined the integrity of the board and its membership and voting process, and created a contentious atmosphere that has distracted the station from its mission as a public access television station.

    The board hereby rescinds Ms. Corum’s and Mr. Hebert’s privilege to use the BCTV facilities for one year, retroactive to the date the complaint was filed on July 13, 2006. While their access to facilities is hereby barred for the time period specified, respondents are not barred from access to BCTV channel use and therefore may submit and sponsor programming.

    The board acknowledges that the incidents complained of are long past, although the effects have lingered to the detriment of station operations. The delays are due, most importantly, to the time taken to draft and implement a fair set of procedures to ensure equal treatment for all complainants and respondents. "

    I guess by not appearing the former board members thought they were either above the whole process or that the evidence was significant enough that they didn't feel like they had much of a leg to stand on.

    Of course they were really only found "guilty" of the membership tampering, not mistreating people or causing such trouble last year. It makes sense to find them accountable for the memberships which had provable pieces of evidence. It is safe to say that there is considerably more that was looked into than the issues mentioned so far.

    Everyone has a right to feel respected and this process seems like it respectfully weighed the information and the board made a decision that respected thier rights to keep making shows.

    I'm not so forgiving. I think I would have lobbied to have the offenders barred from any participation at all. None of them deserve participation when they have excluded democracy from others.

    Collusion. Voter tampering? Fraud? And a one-year vacation from BCTV. Pretty sweet deal.

    I don't think they could bar them permenently. The penalty was probably almost as much as they could have handed down other than perhaps noting the other bad behavior and giving Bronson some time out as well.

    The Rutland Herald quotes Corum as planning to sue everyone involved for "defaming" her "character". She also plans to involve the Public Service Board. I would assume that same board would be interested in her membership shenanigans.

    The one year suspensions are the maximum permitted in BCTV's By-
    Laws.
