Time for the first Selectboard meeting of 2007, and as always, you are invited to attend in person or watch on BCTV.
The Windham Foundation of Grafton is back asking to approve their Planned Unit Development changes to their cheese factory plans, the contract to do our property maps will be considered, the Assistant Town Manager is asking for permission to sign some documents that would otherwise be signed by the Town Manager to convey the deed for property near the Creamery Bridge, and three requests for items to be placed on the Town Meeting Warning - funding assistance for Climate Protection, West River Watershed Protection, and the Humane Society - are on the agenda. There will also be a discussion of state tax relief and appointments to the Housing Board.

The following will summarize those items on the Agenda for the Tuesday, January 9, 2007 Selectboard Meeting.
10A. Windham Foundation – Public Hearing – Alice Herrick. The Board will hold the final Public Hearing on Windham Foundation’s planned unit development changes. Following the hearing the Board is asked to approve the amended PUD by signing the resolution. The Planning Commission has forwarded this amendment to the Board after its approval at meetings by both the Planning Commission and the Development Review Board. Zoning Administrator Alice Herrick will be present to answer any questions.
Requested Motion: To approve and sign the proposed amendment to the Retreat/Windham Foundation’s Planned Unit Development.
10B. Cartographic Associates – Approve 2007 Maintenance Contract. Each year the Selectboard is asked to approve and sign the maintenance contract between the Town of Brattleboro and Cartographic Associates, Inc. CAI maintains and updates the property maps found in the Listers Office and updates all digital files.
Requested Motion: To approve the 2007 Maintenance Contract between the Town of Brattleboro and Cartographic Associates, Inc.
10C. Deed Conveyance – Ratify Assistant Town Manager’s Authority to Sign Documents. The Selectboard was asked to authorize the Town Manager to sign a revised deed conveyance for the previous sale of the Mallory land on Western Avenue next to the Creamery Bridge to the Town of Brattleboro at the last meeting. However, due to the Town Manager’s extended absence and out-of-state title company procedures, the Board has been asked to re-authorize the signature of the Assistant Town Manager on the documents.
Requested Motion: To ratify the Assistant Town Manager’s signature on the corrected deed conveyance for land previously-purchased on Western Avenue and Guilford St.
10D. Brattleboro Climate Protection – Request to be Placed on Town Meeting Warning. We have received the annual funding request from Brattleboro Climate Protection, (BCP) in the amount of $7,500. Since BCP does not fit into Human Service Funding criteria, and is outside criteria established by the Secretary of State’s ruling regarding funding requests that are outside the Town budget, it does not apply for funding through the Human Service Funding. The Selectboard may place this request on the Warning, as a Special Article at March Representative Town Meeting or it may instruct BCP to collect the necessary signatures (450) for placement on the Warning.
Requested Motion: To place a funding request of $7,500 by Brattleboro Climate Protection on the March Representative Town Meeting Warning as a Special Article.
10E. West River Watershed Alliance - Request to be Placed on Town Meeting Warning. A request has been received from the Alliance requesting that a Special Article be placed on the Representative Town Meeting Warning to appropriate the amount of $1,350 to support the work of the group. This request was brought before the Board last year and was placed on the Warning by the Board without the need to gather the necessary signatures by petition. The Selectboard may place this request on the Warning, as a Special Article at March Representative Town Meeting or it may instruct BCP to collect the necessary signatures (450) for placement on the Warning.
Requested Motion: To Place a funding request of $1,350 by the West River Watershed Alliance Article on the March Representative Town Meeting Warning as a Special Article.
10F. Windham County Humane Society – Request to be Placed on Town Meeting Warning. The Humane Society has submitted a request for $2,000 to help defray costs for their non-profit organization. The Selectboard may place this request on the Warning, as a Special Article at March Representative Town Meeting or it may instruct BCP to collect the necessary signatures (450) for placement on the Warning.
Requested Motion: To place a funding request of $2,000 by the Windham County Humane Society Article on the March Representative Town Meeting Warning as a Special Article.
11A. Property Tax Legislative Changes – Discussion At a previous meeting the Selectboard requested VLCT’s legislative agenda as approved at its annual meeting. Specifically the Board was interested in reviewing the League’s proposal regarding property tax relief. Staff first seeks clarification on whether the Board wishes to support the League’s proposal, present a proposal of its own, or drop this issue as a Board priority. If the Board chooses to pursue this matter, it could do so in the form of a letter to local legislators requesting support for property tax relief, an invitation to local legislators to attend a future Board meeting to discuss property tax relief, or by some other action.
12A. Appointment – Brattleboro Housing Authority. After interviewing three candidates earlier in the evening, it is anticipated that the Board will make an appointment to the vacant position on the Brattleboro Housing Authority.
