36 Years With The Town of Brattleboro

While public controversy has dominated the news of the Town Manager's exit from the public stage, a lifetime of service to the Town of Brattleboro is worth reviewing.

Born September 30, 1947 in Brattleboro to Bernard J. Remillard and Monica Phelan (Mann) Remillard, Jerome Mann Remillard was raised on Main Street in the Burnham-Mann homestead, the yellow house next to the current Brooks Memorial Library.

Jerry attended St. Michael's, and graduated from Brattleboro Union High School in 1965.

Early "public works" projects included the design and construction of a model of the "Telstar" satellite. His delicate replica was transported precariously by hand down the street, to be used as decoration at a school dance.

He received his BA from Lyndon State College in 1970. The college is in Lyndonville, VT, just north of St. Johnsbury.

He is married to Rosemary Anne Gerbino.

Jerry’s entire career has been with the Town of Brattleboro. He was hired at Department of Public Works in May of 1970 and worked his way up through levels of Water Serviceperson I (January 1972), II (July 1976), and III (July 1979).

In July of 1980 he became Utilities Division Supervisor for the Town of Brattleboro. Four years later in 1984, Remillard became Utilities Superintendent where he kept busy until May of 1992 and took on the responsibilities of Public Works Director.

During his time as Utilities Superintendent he was involved in the development of Brattleboro’s first Water Treatment Plant – constructed in 1989. Jerry helped bring the idea of water filtration to the Town and Town Meeting. It was turned down by the taxpayers. The idea was reworked and again presented to Town Meeting, where the idea eventually won approval.

All of Brattleboro’s water lines, hydrants, and waste water system were upgraded by his DPW. This helped reduce the number of water and sewer pipe failures in town.

Remillard became Acting Town Manager in October 1995, after the death of Town Manager Bruce Campbell. At the time, news commentary stated that he had shown himself to be "very capable" of tending to town affairs and keeping Public Works on track during a difficult year marked by staff reductions and changes.

He was appointed Town Manager May 17, 1996 by the Brattleboro Selectboard. Robert S. Fagelson, George Roberge, Jr., Charles F. Miller, Mathew W. Speno, and Greg Worden issued a Proclamation declaring that June 22, 1996 be considered as ”Jerome Mann Remillard Day,” teasing him about a search for steel-toed dress shoes to replace his work boots and urging people come out to celebrate.

Jerry also served as a volunteer firefighter.  According to his secretary Cynthia Green, Captain Jerry Remillard was responsible for helping to save a life at a downtown fire. After the collapse of the building’s stairs, Jerry and another firefighter carried a handicapped woman up to the roof where she was evacuated.

Under his watch as Town Manager, many projects have happened in town: the Whetstone Pathway, the Transportation Center, High Grove lot, Pliny Park transfer from BaBB, upgrades of intersections, new parking meters, and the ornamental streetlights found in the downtown area.

In the last year he had been working to improve the Town’s financial reporting, handling public concerns about financial errors and oversights, overseeing the Town’s response to the Clark-Canal tensions and suicide, and dealing with citizens concerned about rising taxes and increasing costs.

He left work in late December and has been on medical leave ever since. Assistant Town Manager Barbara Sondag has been handling his responsibilities in his absence.

His last day of work for the Town of Brattleboro is officially June 30, 2007 according to the terms of an agreement released March 1, 2007.
