The following will summarize those items on the Agenda for the Monday July 9, 2007 Selectboard Meeting. It is anticipated that the Board will have two executive sessions. They will begin the first one at the start of the meeting and then item 8A at approximately 10:15.
6A Entertainment License – Tinderbox. Owners of the Tinderbox request approval of their annual entertainment License.
Requested Motion: To approve the Entertainment License for the Tinderbox.
7B. Swearing in of Fire Chief and Assistant Fire Chief. Fire Chief D. Michael Bucossi and Assistant Fire Chief Peter Lynch will be sworn in by Town Clerk Annette Cappy.
7C. BFD Pumper Truck. At the March Town Representative Meeting, approval was granted for the purchase of a new pumper truck for the Fire Department. A committee of firefighters developed the truck specifications and a request for bids was released in May. The results of that bid process are before you. The Fire Committee reviewed the bids received and have recommended that the award go to Minuteman Fire & Rescue Apparatus, Inc. at a cost of $319,724.00. The Board is asked to approve this bid and to determine the terms of payment. If $149,949, is paid within 90 days of delivery, the Town will save $4,498. However, if $300,000 is paid to the company within 15 days of contract execution, the company will reduce the price by $12,318. Finance Director John Leisenring hesitates to pay the great majority of the cost of the truck before receipt of the equipment. The Fire Truck Committee recommends paying the majority of the cost upfront in order to save the additional money.
Requested Motion: To award the contract for purchase of a new pumper truck to Minuteman Fire & Rescue Apparatus, Inc. of Walpole, MA, at a cost of $319,724 and to pay upfront $300,000 at a savings of $12,318 for a final cost of $307,406.

7D. Health Officer – The Board is asked to recommend Assistant Chief Peter Lynch to the position of Health Officer replacing Chief Mike Bucossi in this position. The State will make the official three-year appointment.
Requested Motion: To recommend the three-year appointment of Assistant Chief Peter Lynch as the Town Health Officer, replacing Chief Mike Bucossi.
7E. 2007 Tax Rate. The Board is asked to set the 2007 tax rate. The accompanying memo from Finance Director John Leisenring shows the calculations made to arrive at the new rate. This represents a 1-cent increase in the Town tax rate from 2006.
Requested Motion: To approve the 2007 municipal tax rate of .9936 and to ratify the state-mandated education tax rates of Homestead $1.5345 and Non-Residential $1.3240 and the Downtown Improvement District rate of $.1471.
7G. Charter Revision Commission. If time allows, the Board will begin discussion of the formation of the Charter Revision Commission. In your packets, staff has presented you with additional information, to assist in the discussion. The work before the Board is to identify a commission structure and to clarify the approval process to be utilized.
8A. Deliberations on Parker Hearing. It is anticipated that the Board will enter executive session to deliberate on the Parker Grievance Hearing.
