Town NewsAt the February 5 meeting of the Brattleboro Selectboard there will be discussions and actions on items such as parking permits for Depot Street, an update on Bella Pizza, Girls on The Run hoping to run on May 17, public hearings on the West Brattleboro Master Plan and the North End District #6, renewing funding for the Apartments-in-Homes program, and a letter of support for the Safe Routes to School Program.

You are always invited to attend in person. You can bring things up during public participation that are not otherwise on the agenda, and comment on agenda items. If you can't make it to the Municipal Center, you can watch the proceedings on BCTV.

The following will summarize those items on the Agenda for the Tuesday, February 5, 2008 Selectboard Meeting.

9A. Safe Routes to School Program – Approve Letter of Support – Alice Charkes. Alice Charkes will be coming before the Board asking for a letter in support of the reapplication to Vermont Safe Routes to School Program grant application. The Vermont Safe Routes to School is a federally-funded program seeking to encourage and promote walking and bicycling to school by students in K-8. There will be no matching funds requested from the Town.

Requested Action: To Authorize a Letter of Support for the Vermont Safe Routes to School Program Grant Application.

9B. Apartments-in-Homes – Request to Renew Funding – Byron Stookey. Gary Goodemote & Byron Stookey of the Brattleboro Area Affordable Housing (BAAH) will be coming before the Board to request that the Town allocate a total of $21,600 from the Miscellaneous Income fund (Community Development loan payback) to finance the Apartments-in-Homes program.

This innovative program, begun in 2004 with the assistance of similar Town Funds, creates affordable apartment units within existing homes. Three separate groups benefit from the program: low-income persons looking for affordable housing; lower–income home owners hoping to increase their income; and high school students at the Brattleboro Career Center who receive hands-on real life architectural experience.

BAAH requests funding to support the creation of six new apartments ($3600 per apartment) to be completed between September 2008 and August 2010 for a total of $21,600. At the completion of each apartment, $3000 goes to the homeowner and $600 goes to the BAAH.

Requested Action: To approve the allocation of $21,600 of Miscellaneous Income Funds for a Two Year Renewal of the Apartments-in-Home Program.

9C. West Brattleboro Master Plan – Public Hearing . The Board is asked to hold the first of two public hearings on incorporation of the West Brattleboro Master Plan into the Town Plan. The Planning Commission recommends incorporating the entire plan by way of reference in Chapter 11, Land Use. Your packets contain the Planning Commission's Report on the Proposed Amendment. This report provides a summary of the process utilized to collect the information and data which provided the foundation of the Plan. In addition the Summary shows how the Plan is consistent with Town Plan goals as established in 24 VSA 4302 Sections b and c. A complete copy of the West Brattleboro Master Plan is available online at www.brattleboro.org under the Planning Commission heading.

Requested Action: None

9D. North End District # 6 – Public Hearing – The Board is asked to hold a public hearing and vote on the establishment of the North End District Six zoning district. The Planning Commission held the its last hearing on November 13 at which time the Commission voted unanimously to forward the amendments on to the Selectboard.

Requested Action: To adopt the proposed amendments to the Brattleboro Zoning Ordinance establishing the North End District Six zoning district as well as amendments incidental to establishing this district.

9E. Bella Pizza – d/b/a Fireworks – Approve Loan Subordination – Sarah Brennan/Matthew Blau. On January 30 the Small Business Assistance Program loan committee met to review the request of Brattleboro Savings and Loan that the Town subordinate its first security in the business assets. The SBAP loan was authorized in June of 2006 for $40,000 to fund the launch and operation of a pizzeria at 73 Main St. Various issues have delayed the opening of the pizzeria, but loan payments have been made on a timely basis. Citing this fact, along with a Personal Guaranty from the business owners and personal assets, the SBAP Committee voted unanimously to support the request from Brattleboro Savings and Loan that the Town subordinate its first security interest in Bella Pizza LLC's assets.

Motion requested: to grant the request from Brattleboro Savings and Loan that the Town subordinate its first security interest in Bella Pizza LLC's assets.

9F. 26 Depot Street – Increase Number of Permit Spaces. At their meeting on Friday, January 25th, the Transportation/Parking Committee (formerly Downtown Parking Study Committee) discussed and voted unanimously to allow for 21 additional permit parking spaces, two of which will be reserved for handicapped parking. The Committee also voted to set the rate for the nineteen spaces at $45 per quarter.

Requested Action: To approve 21 additional parking spaces in the Depot Street lot, 19 of which will be permit parking at a rate of $45 per quarter and two of which will be reserved for handicapped parking.

9G. Girls on the Run – Approve 5K Run/Walk on Saturday, May 17, 2008, from 9am to 12noon. Tom Heydinger, head of Girls on the Run, has requested approval of their 5th annual 5K Run/Walk on Saturday, May 17, 2008, from 9am to 12noon.

Requested Action: To approve the request from Girls on the Run to hold their 5K Run/Walk on Saturday, May 17, 2008, from 9am to 12noon as presented.

11A. Appointment – Charter Review Commission. We are in receipt of one letter of interest to serve on the Charter Review Commission.

Requested Action: To appoint Orion Barber to serve on the Charter Review Commission.

    My friends Peggy and John went Saturday nite to the new pizza place -
    they said there was a small sign in window and they were open.
    They gave it high marks and said the salads were especially delicious.
