    Police Seek Rutland Man In Connection With Extortion, Possession of Stolen Property

    LOCATION (specific): Rutland Town

    VIOLATION: Possession/Sale of Stolen Property/Aiding in the Commission of a Felony

    ACCUSED: Michael Bousquet, 44; Penny McCoy, 49

    CITY, STATE OF RESIDENCE: Rutland, Vermont

    SUMMARY OF INCIDENT: On 02/04/2009 the Vermont State Police received a complaint of a 7 page document, which appeared to be an extortion letter, found at a home in Rutland which had also been burglarized.

    Police were provided with an envelope which had written on it MR C Read ASAP, and a letter. The letter has multiple parts to include an introduction, Situation, Decisions, Rules, Delivery, Reminders, Finale, parting thoughts, Resume, Consequences, Facts, and Money. The letter, in part, stated that “I am currently in possession of your most prized accomplishment. This prized package is being held in a very remote area until Friday. At that time the package will be moved to a 4 by 4 by 8 crate. This crate will be buried 6 feet deep in another very, very remote location. There will be ample food and water for 72 hours. Sufficient air will be supplied for 72 hours after retrieval of money is secured.” The letter was asking for one million dollars to be brought to the West Rutland Post Office at midnight on Friday.

    The residence where the letter was located had also been burglarized and between $50,000 and $100,000 worth of property had been taken.

    In speaking with local merchants it was determined that the property that was stolen had been sold or had been attempted to be sold to them. The persons that attempted to sell or who sold that property have been identified as Penny McCoy and Michael Bousquet of Rutland.

    On 02/05/2009 Penny McCoy was arrested and charged with possession and sale of stolen property and aiding in the commission of a felony. She was arraigned in Rutland District Court on Monday February 9th.

    As of this time Michael Bousquet, who is described as a 44 year old white male, approximately 6’2” tall and 230 pounds, has not been located. An arrest warrant has been issued for Bousquet. It is believed that Bousquet has been in the States of New Hampshire and Massachuttes. Bousquet may be operating a Red Ford Explorer with Vermont Registration EPX171. Anybody with information as to the whereabouts of Michael Bousquet is asked to contact the State Police in Rutland at 773-9101.

    Any idea what it was?

    Accomplishment is an odd choice of words, and the rest seems to
    indicate that this "accomplishment"

    - could fit in a 4 x 4 x 8 foot crate
    - seems to require food, water, and air

    A child? (but no kidnapping charge) A pet? A plant?

    Vermont State Police are puzzled over the meaning of an apparent extortion letter as they search for the Rutland man who they believe wrote the ransom note.

    The $1 million demand left in Rutland businessman Charles Coughlin's burglarized home seems to threaten that something the thieves made off with will literally be buried alive if the money wasn't delivered.

    But a source in the department said Wednesday night that no person or pet connected to the Coughlins – or anyone else for that matter – has been reported missing.

    My thought now is that he wrote the note before robbing the place,
    expecting to steal a dog or something, but didn't find it and left the note
    anyway. A guess.
