    Quorum Calling By Selectboard

    Town NewsIn an effort to guarantee a quorum, Brattleboro Selectboard members called as many Town Meeting Representatives as they could to remind them of the Special Town Meeting being held Thursday night at Academy School.

    Jesse Corum transformed the Law Offices of Gale, Corum, Mabie, Cook & Prodan into a local call center for the evening, providing pizza and Pepsi for his fellow board members and assembled members of the press (me).

    He handed out short scripts to Dick DeGray, John Allen and Dora Bouboulis. Martha O'Conner couldn't be there but was said to be making her calls at another time.

    "Dial 9 to get out" said Jesse, and they were off.

    They had varying success reaching representatives. 58 members were home and said they planned to attend. Only 4 said they couldn't make it. Dick said that 71 members were needed.

    Many answering machines took recorded messages when representatives failed to pick up. There was some joking speculation that seeing a law office on the caller ID might be giving pause to a few people.

    "Jesse, do I have to call you?" yells John from one room to the other.

    "No."

    "Thanks" says John.

    Most calls followed the script:

    "Hi, I'm _____ from the Selectboard. I'm calling to remind you about the Special Town Meeting at Academy School at 6:15 tomorrow night. Voting is all day Friday at the Town Clerk's office. Hope you can make it."

    Occasionally a call would reach a an acquaintance, and Selectboard members demonstrated skill at sticking to business.

    "No. I have to go. I have 8,000 calls I have to make tonight. I'll talk with you soon."


    In just over an hour, the calls had been made and the lists tallied. No clear quorum had emerged, but most Selectboard members were optimistic. A special meeting, one told me, has never failed to reach a quorum.

    I got my call, from Martha, yesterday.
    I'm not sure why they're so worried. If they're judging by the attendance at info meetings maybe they shouldn't, because a couple reps I talked to said that they felt fully informed already and didn't see a need to go to one of those.
    I'll be there, even though to my horror I just discovered that Star Trek is opening tonight at the Latchis!

    I'm not sure I'd say they were worried, so much as wanting to make sure
    a quorum would be there - without it, lots of time and energy is wasted
    and it would need to be rescheduled.

    They'd really like reps to go and vote on the 4 articles - buying land, a
    new treatment plant, the chiller barrel, and downtown sidewalks.

    As a rep, have you gotten any feedback from people in your district? Do
    you feel like you know enough to make good decisions?

    I make sure I know enough to make an informed decision - I feel that's my job as a rep.
    No, I haven't heard anything from folks at all on this issue, except when I've brought it up. In the past when someone does give me their opinion, it obviously has a significant impact on me.

    I've received both positive and negative views on the Wastewater Treatment Plant upgrade and a lot of positive responses on the $300,000 for the sidewalks on Main Street.

    Don't know how I am going to vote on the Wastewater Plant but I will be voting yes on the Chiller at the Rink and the bond for $300,000 for the sidewalk repair.

    What exactly is the nature of the positive responses on the paving?
    Do people think there's a problem on Main Street and/or do they realize that the paving will be just for Main Street area?
    What are your exact reasons for voting for the $300,000 expenditure?

    Just people telling me to please vote for it because the sidewalks are in such poor shape. I did vote for it.

    Jeez I guess I'd better get my eyeglasses checked because the last time I was downtown they didn't seem that bad.

    I understand that politicians (as you are in a way) often vote based on public opinion however it seems to me that a random "people tell me they're in favor of it" is a pretty inaccurate way to determine your vote. I mean how exactly do you collect these opinions. Who you run into in the street? Those residents who know you by sight and can come up and say "Heh vote for those new sidewalks? And how does the conversation go...just these sidewalks are in bad shape, yeah we should spend millions to replace them...was there any discussion of the cost involved...

    There is also an expression, fiduciary responsibility, which means that as as members voting on measures for the town it is also the Selectboard's responsibility to vote in a manner that won't bankrupt the town or taxpayers. I guess we'll have to agree to disagree but I'm not getting the feeling that much attention to fiscal responsibility is going on at these Selectboard meetings.

    It's starting to seem like it's just spend spend spend as long as there's access to additional government funding. There's a point where we won't get additional government funding in this economic climate and it seems to me there are a lot more pressing issues than the sidewalks on Main Street. Be sure and remind those same people who thought new sidewalks were such a good idea that they wanted them when they start complaining to you about their tax bill increases when that wastewater plant (which we do seem to need) bill kicks in...

    Good comment. Chestnut Hill has quiet a few Town Meeting Reps and I was approached by quiet a few of my neighbors urging me to vote for the project. I also talked to a few business owners on Main Street.

    I should have been clearer about what I meant with "people approaching me." My bad.

    In the long run, I feel that it will be a worthy investment. Hopefully, we can get some more funds from Montpelier for infrastructure repair.

    What I would have preferred was sidewalk repair on High Street, Green Street, Putney Road and on Western Ave. Can't win it all though.

    Was the call session a warned Selectboard Meeting?

    According to Chris Grotke, 4 Brattleboro Selectboard members got together for a work session, working on town business.

    According to our state's Open Meeting Law, that means it was a Special Meeting of the Selectboard, to which the public was entitled to notice, and entitled to attend. I did not see any notification, but of course I could have missed it.

    Chris, can you tell us whether this meeting was warned? Thanks.

    (I'm sure it would have been quite a coincidence for me to walk into the
    law office after 6 pm and find them there... and quite a surprise for all
