    Douglas' "Dept of Public Service" Opts for Decon-lite

    PoliticsIn a Friday filing, the department that's supposed to represent Vermonters' interests against the purely commercial concerns of Entergy Nuclear told state regulators that a full cleanup of the Vernon reactor site is unnecessary.

    "The Department recommends that site restoration include removal of all above ground structures and all below ground structures to a depth of at least three feet below grade, followed by regrading and reseeding where necessary or appropriate."

    Don't worry, say our state protectors:

    "the vast majority of contaminated materials will need to be removed"

    Entergy needn't bother with the rest. That's headed down the river to Mass. and Ct.

    No point in looking for what's been swept under the rug. There's not enough money in the cleanup fund to deal with it anyway.

    The full filing isn't on line yet, but a pdf is making the rounds.

    One of the consequences of Douglas budgeting seems to be failure to keep Public Service Board and Dept of Public Service websites updated.

    Case in point- Docket 7530, in which Entergy asks to extend its boundary fence, because the increased radiation from the 2005 power boost puts them over the state limit.

    A Public Hearing was held July 13, but the PSB website still doesn't make the filing documents available to the press and public.

    The fence line is not being extended due to dose being exceeded. The dose level has to meet a federal limit, that has to not only be measured but validated, and submited to the NRC.
    Also, the grounds cleanup has to meet the code of federal regulations, which you can read any time you choose to. The law states that everything must go, and the grounds cleaned up period.

    Is there some sort of formula you all use to determine if a government agency is good or evil? Or is it left up to the individual hypocrite?

    Government health care = good?
    DPS and PSB when they don't agree with you = evil?

    Pyongyang, July 21 (KCNA) -- A meeting with Hero of the Republic Pak Chan Su, lecturer at the Victorious Fatherland Liberation War Museum, was held at the Women's Hall Tuesday on the occasion of the 56th anniversary of victory in the great Fatherland Liberation War.

    Senate President Peter Shumlin Urges Release of the 2008 Vermont Yankee Off-Site Radiation Calculations and Requests the Public Service Board to Delay Review of Docket #7350

    Montpelier, Vt- Senate President Pro Tem Peter Shumlin sent a letter to the Department of Health today urging the immediate release of the Vermont Yankee off-site radiation calculations for 2008. In addition, the Senator sent a letter to the Public Service Board (PSB) requesting that they delay the schedule of review for docket #7530, which relates to a request by Entergy Nuclear Vermont Yankee to move their perimeter fence outward toward the Vernon School.

    "I am concerned that the Vermont Department of Health has failed to release the off-site radiological calculations for 2008," said Senator Shumlin. "Vermonters are understandably anxious about the off-site dosage and have a right to know the calculations."

    While in the past, the Department of Health released the dose calculations for the previous year in June, the Department has thus far failed to release the 2008 dosage. Senator Shumlin requested the Department release this information to the public immediately for the sake of transparency and in order for the Public Service Board to complete their review of docket #7350 with adequate information.

    "Frankly, I find it hard to understand why it would take over seven months to publish data from 2008," said Senator Shumlin.

    Senator Shumlin sent a separate letter to the PSB, requesting that they postpone their review of Entergy Nuclear Vermont Yankee's request to move their perimeter fence outward until they receive the off-site dosage calculations from the Department of Health and allow adequate time for the public to review the information.

    "Without knowing what the off-site radiological dosage is, the PSB can not make an informed decision on whether or not it is in the best interests of Vermonters to move the fence line outward and closer to the Vernon School," said Senator Shumlin. "Vermont Yankee has had that fence line in place for thirty-seven years and I do not see the need to rush through the process of moving it."

    No Yankee contract, no state deal

    MONTPELIER – The lack of a power contract between Entergy Nuclear and the state's major utilities is a deal breaker, as far as the Douglas administration is concerned.

    The Department of Public Service, which represents the state's ratepayers, has gone on record against Entergy Nuclear's request to operate for another 20 years.

    In filings late last week with the Public Service Board, which is hearing the license renewal case, the state said without a contract that offers a substantial financial benefit to the state's electric customers, the inherent problems of hosting a nuclear power plant outweighed the benefits.

    "We are perplexed why something as simple and straightforward has taken so long," said Stephen Wark, spokesman for the Department of Public Service.

    "We've been very clear that it was a necessary part of the public good test, it's not a new revelation," he said.

    Entergy announces lower than expected profit

    Entergy Nuclear announced Monday that its second-quarter profit will not meet projections because of additional planned and unplanned outages at its chain of nuclear power facilities, which include the Vermont Yankee nuclear plant.

    The New Orleans-based firm, and its subsidiary based in Jackson, Miss., said it would only be paying shareholders $1.13 a share, down from $1.37 a share last year, close to a 20 percent drop.

    According to Reuters, analysts had expected earnings of $1.48 per share.

    The company cited financial "impairment" due to "certain" nuclear decommissioning trust funds.

    Entergy Services Inc. spokesman Michael Burns said the impairment mentioned in its news release was an accounting term. "It basically recognizes a reduction in value over a specific value over time," he said.

    Burns said the impairment was due to the Nuclear Regulatory Commission putting several of Entergy Nuclear's plants on its watch list of reactors whose trust funds are inadequate.

    According to Entergy's formal filing for investors, the impairment was a result of declining decommissioning trust fund investments. It noted refueling outages at Indian Point 3 in New York, Pilgrim Nuclear in Massachusetts and Palisades in Michigan in particular.

    Vermont Yankee, in Vernon, is on the NRC list, and the NRC has said that Vermont Yankee is short $87 million, based on a $500 million cost of decommissioning. However, the state has stricter standards and higher expectations than the NRC about cleaning up the Vernon site, and has placed the cost of decommissioning much higher – at between $950 million and $1 billion.
