    Town NewsThe Charter Revision Commission will be meeting on Thursday, October 1, 2009 at 6:30 pm in the Hanna Cosman Meeting Room, Ste 211. The meeting will take place at the Municipal Building located at 230 Main Street in Brattleboro, VT. The Agenda and minutes are attached.

    1. Call to order

    2. Agenda Review

    3. Approve minutes of September 3, 2009

    4. Announcements

    5. Discuss and set timeline and process from this point on. Send to Town Attorney for review and endorsement

    6. Evaluate Forum

    1. was our process satisfactory? Improvements for future public sessions?

    2. evaluate content: what did we learn?

    7. Discuss two suggestions from the Town Clerk.

    1. The Commission should interview a person with a less than positive experience with IRV
    2. The Commission should consider putting “sunset” language into the charter. E.g. in three years the use of IRV will be discontinued unless the voters make it permanent at that time.

    8. General Discussion: Article III Powers of the People

    9. Adjourn

    Present: Richard Dudman, Orion Barber, Corky Elwell, Tom Finnell, Harold Dompier, Larry Bloch (chair)
    Absent: Spoon Agave, Ronny Johnson, Jane Southworth



    1. Call to Order: 6:30 pm

    2. Agenda Review: no changes

    3. Approve minutes of August 20, 2009 – approved 5-0

    4. Announcements: none

    5. September 17th Forum

    1. Publicity – Bloch will create and send out forum press release and post flyers after Finnell does graphic reworking. PASSED 5-0

    2. Bloch – ask Terry Bouricius of Fair Vote to present both Bottoms Up and Majoritarian IRV methods with a talking point emphasis on majority outcomes vs plurality outcomes. PASSED 6-0

    3. Suggestion to invite Town Clerk Annette Cappy to the forum. PASSED 6-0

    6. Discussion to solidify our timeline and process at our next meeting so it can be submitted to Town Attorney Bob Fisher for endorsement. General agreement

    7. Adjourn: 7:38pm
