This idea comes from Robin Johnson. The lobbying luxury tax would be similar to the luxury tax placed on professional sports teams. The tax could be set at the median level spent by all firms last year. Then every dollar above that level is matched by the overspending firm, with the revenues going straight into an infrastructure bank.
The infrastructure bank is, in my opinion, the beauty part of this idea. The money is not up for grabs, but rather insures that the moneyed interests busy looting the country are forced to contribute to the upkeep of the place.
I have passed this suggestion along to Bernie. If you like it, or can come up with useful refinements, please write to him - or any other congressman or senator you think fit.

So if there were five firms (A,B,C,D,E) and they each spend as
follows:
A- 1 Gazillion
B- 3 Gazillion
C-15 Gazillion
D-16 Gazillion
E-30 Gazillion
The median would be 15 gazillion, and D and E would be overspending
firms?
What would the tax be? Would A, B, and C be able to "deduct" the 15
gazillion leaving D, and E with the tax?
Or would the tax be 1 gazillion for D and 15 gazillion for E?
