    Brattleboro Selectboard Agenda and Notes - March 16, 2010

    Town NewsHave you missed the town oversight of John Allen in the last week since the election? If so, you will be happy to see see his return this week as an appointee to the WWTP Oversight Committee. On Tuesday, at a public meeting you can attend and participate in at the Municipal Center on Main Street, Brattleboro's Selectboard will be making appointments and issuing licenses for liquor, tobacco, and entertainment.

    The new board will also review the Rules of Conduct and monthly financial report, find out about the Google broadband contest, make a proclamation, assign members to read articles at Town Meeting, assign members to Town committees, and more.

    If you'd like to speak about something that isn't on the agenda, it can be brought up during Public Participation. If you'd like to sit at home and watch, you can see what happens on BCTV.

    The following will summarize those items on the Agenda for the Tuesday March 16, 2010 Selectboard Meeting. The regular meeting will begin at 6:15pm.

    9A. Liquor and Tobacco License Renewal – Annual Renewals. Town Clerk Annette Cappy will present to the Board the first round of annual liquor and tobacco license renewals. Chief Wrinn will have reviewed the list prior to the Board’s meeting and will present any concerns to the Board.

    Requested Action: To approve the appended lists of licenses as presented by Town Clerk Annette Cappy.

    9B. Entertainment License – Sean Henry Inc The Board is asked to approve an entertainment license for Sean Henry d/b/a Steak Out of Vermont. The business intends to have entertainment seven days a week form 11:00am until 2:00am.

    Requested Action: To approve the entertainment license for Sean Henry Inc, d/b/a Steak Out Vermont at 1212 Putney Road.

    11A. Rules of Conduct – The Board will discuss, and if necessary amend, the current Rules of Conduct.

    Requested Action: To approve the Rules of Conduct as presented.

    11B. Monthly Financials – Finance Director John Leisenring will present the monthly financials for the period ending February 2010.

    Requested Action: None.

    11C. A T & T Transmission Site – AT&T has submitted a request for review of an alteration of an existing transmission site. Under current State law, local zoning is not required, but local comments are considered. The application is in full compliance with Brattleboro Zoning. It is a site currently in use; there will be no change in the height of the tower. There will be three additional transmitters, with minimal visual impact.

    Requested Action: To recommend approval of the AT&T transmission site project to the Vermont Service Board.

    11D. Proclamation – Boys and Girls Club March 21 – 27 is National Boys and Girls Club Week. The Board is asked to approve a proclamation in recognition of this special event.

    Requested Action: To approve the proclamation recognizing March 21 – 27 as National Boys and Girls Club Week.

    11E. Google Broadband – VTA Application The Vermont Telecommunication Authority is preparing an application in response to Google’s request for proposals for locations to participate in their Fiber to Communities project. This pilot project, to be launched later this year, has Google choosing one or a few communities in which to build a very high speed network all the way to the home of between 50,000 and 500,000 people at no cost or guarantee to the towns. The VTA is preparing an application that includes Southern Vermont – all of Windham and Bennington Counties. A letter in support of their application was due to VTA by March 15. I have submitted that letter on behalf of the Town. I am now asking that the Board also show its support for the endeavor by motion.

    Requested Action: To support Vermont Telecommunication Authority’s application to Google’s Fiber to Communities project.

    11F. Donation Acceptance – The Board is asked to accept and appropriate a $1,500 donation from CE Bradley Labs to the Brattleboro Police Department. The donation will be used to upgrade equipment in the department. Requested Action: To accept and appropriate a $1,500 donation from CE Bradley Labs.

    13A. Town Meeting Motion Assignments – The Board will assign the reading of motions for the annual Town Meeting.

    Requested Action: Assign minutes.

    13B. Committee Assignments – WWTP; Health Services The Board is asked to appoint John Allen to the WWTP Oversite Committee and Dave Weaver to serve as the Town Health Services Officer.

    Requested Action: To approve the appointment of John Allen to the Wastewater Oversite Committee and Dave Weaver as the Town Health Services Officer.

    13C. Committee Openings – Traffic Safety – The Board is asked to seek applicants to fill the recently vacated position on the Traffic Safety Committee. Dave Thompson submitted his resignation.

    Requested Action: Announce vacancy and set deadline for applications
