    Solid Waste Committee
    July 20, 2010

    1. Meeting was convened at 1:05 p.m. by Peter Cooper, co-chair

    2. Meeting was confirmed as officially warned.

    3. Minutes of 7/6/2010 meeting approved.

    4. Present were Peter Cooper, Nancy Barber, Jane Southworth, Junio Anthes-Moody, Ken McCaffrey, Jessica Tanner, Peter Gaskill..

    5. Peter and Nancy presented results of meeting with Barb Sondag and Chief Wrinn which had discussed enforcement of our Ordinance, both mandatory recycling and illegal dumping. This meeting, originally scheduled for July 8, was held on July 15. Contents of ordinance were discussed. Chief Wrinn elaborated on the difficulties of enforcement from his perspective. He said that he would ask his patrol officers to keep an eye out for illegal dump sites. Another meeting will be held on this topic, as it was felt that our hauler Triple T should be present The meeting was a good first step on a difficult subject.

    6. Work Plan. The committee discussed the proposed work plan for the upcoming year. There will be a work session of Solid Waste Committee and Selectboard at 7:30 a.m. on Thursday July 29. Major points of revision were agreed on and appear in the newly revised proposed work plan dated 7/21/2010. Jessica Tanner and Ken McCaffrey suggested that each aspect of the plan should have means by which its progress can be evaluated. Peter Gaskill reminded us that curbside composting is coming to Brattleboro and that the committee should be working with the hauler on pilot projects to prepare for this. It was also decided to move the issue of composting to a separate section.

    7. Adjournment at 2:30 p.m. Next regular Meeting August 3, 1 p.m. Hanna Cosman. Work session w/Selectboard at 7:30 a.m. on Thurs July 29.

    August 17, 2010

    1. Meeting was convened at 1:10 p.m. by Peter Cooper, co-chair

    2. Meeting was confirmed as officially warned.

    3. Minutes of 7/20/2010 meeting were re-approved with corrections; the minutes of the 8/3/2010 meeting were approved as read.

    4. Present were Peter Cooper, Nancy Barber, Ken McCaffrey, Clarice Knutson, Francine Vallario; Guest: Dora Bouboulis, Selectboard member

    5. New trash/recycling containers – follow up. Peter reported that he had contacted Michael Alexander of Recycle Away to inquire about when the trash/recycling containers for our pilot project will be delivered. Michael said that delivery would be delayed until end of August or early September. The delay is because the bins that have been ordered are being customized to our specifications, and also because the logo that was decided upon (Center Congregational Church clock tower) would be delayed because of the special water cut process. It is not definite that delivery will coincide with the September Gallery Walk on Friday, 9/3.

    a. Peter also took a walk around town with Steve Barrett (Public Works Director) to make sure that installation will not interfere with ongoing projects. Steve is also working with the Town Arts Committee, which is designing a trash container for downtown.

    b. Ken’s proposed evaluation questions to assess the success/failure of the pilot project were transmitted to the committee before the meeting. The questions were well thought out, but the full committee should be present to finalize. No decisions were made.

    6. Selectboard approval of the Work Plan. Nancy reported that the Work Plan had been revised to delete the item concerning apartments with 5 or more units. Discussion followed.

    7. Sandwich boards – follow up. Peter has not yet been able to speak to Alex Gyori using the “drop by” method. Peter will make an appointment with Alex to discuss whether the Co-op would be willing to have a sandwich board on display at the store, and would secure it when the store is closed. Discussion followed. Dora suggested contacting Nancy Braus at Everyone’s Books, who might be willing to display a sandwich board and secure it at night; Nancy Barber said she would contact Nancy Braus. The monthly spreadsheets, generated each month by Jane, were also discussed; some further discussion is needed as to how well they represent the recycling rate for purposes of updating the sandwich board graphs.

    8. Pilot projects with TTT on curbside composting – begin the discussion. Peter suggested that this item be tabled until Peter Gaskill could attend the meeting. There was discussion, however, after Peter C displayed copies of the stickers proposed for use by Peter G; it was generally thought that improvements could be made that would render the stickers more resident-friendly. This topic will be re-opened at a future meeting.

    9. Other business:

    a. Flyers from WSWMD. Since Jane could not be present at this meeting, Nancy led the discussion on her behalf, the issue being that more information could be printed on the reverse of the flyers. Dora suggested that a quick reference guide about recycling in Brattleboro would be useful for residents; the group agreed. We will continue this dialogue when Jane and other missing committee members are present.

    b. The half-page flyer proposed by Athena was also discussed; some wordsmithing suggestions were proposed, but no decisions made. Francine and Clarice are working together to propose a plan for involving schools and kids in the distribution of the flyers. Their project needs to be made clear so that the committee can track it.

    10. Meeting adjourned 2:50PM.

    Sandwich boards? The town wants to put out sandwich boards?

    I thought sandwich boards were the sidewalk scourge of Brattleboro and needed to be zoned out of existence.

    Curbside composting is coming to Brattleboro? This is great news.
    I wonder if it's just the backyard compost material, or the compost that qualifies for "project cow" - either way, it seems that this was something many people thought would be a good next step.
