    Brattleboro Selectboard Agenda and Notes - February 7, 2012

    Town NewsBrattleboro’s skatepark project will be a topic of conversation at the next regular meeting of the Brattleboro Selectboard. The board will be accepting a grant toward the design and building of the project as well as planning to fill vacancies left by resignations of both David Longsmith and Josh Steele from BASIC. the Town’s skatepark-building committee.

    The police will be getting funding for dispatch radios and “installing and getting power and internet feeds to the downtown cameras.” Patrick Moreland will propose projects for (and explain difficulties with) the Hazard Mitigation grant program, permits will be permitted, certificates will be certified, and much more.

    You can watch on BCTV (tv or streaming), or head to the Municipal Center on Main Street and attend in person. There’s even time for you to bring up things that aren’t otherwise on the agenda.

    The Brattleboro Selectboard will hold its regular meeting on Tuesday, February 7, 2012 in the Selectboard meeting room at the Municipal Center.  It is anticipated that the Board will enter into executive session at 5:00pm to discuss two civil matters and one labor contract.  It will reconvene its regular meeting at 6:15pm.

    The following will summarize the requested motions for those items on the Agenda for the Tuesday, February 7, 2012 Selectboard Meeting. There will be an Executive Session at 5:00pm to discuss two civil matters and one labor contract.

    7. LIQUOR COMMISSIONERS –

    A. Special Event Permit – Saxton River Distillery The Board is asked to approve a special event permit for Saxton River Distillery. If approved Saxton River Distillery will sell their product at the Harris Hill Ski Jump on February 18 and 19 from 11:00am until 4:00pm each day.

    Requested Action: To approve a special event permit for Saxton River Distillery, LLC 485 West River Road to sell their product at the Harris Hill Ski Jump on February 18 and 19, 2012 for the hours of 11:00am until 4:00pm.

    B. Special Event Permit – McNeil’s Brewery The Board is asked to approve a special event permit for McNeil’s Brewery. If approved McNeil’s will sell their product at the Harris Hill Ski Jump on February 18 and 19 from 11:00am until 4:00pm each day.

    Requested Action: To approve a special event permit for McNeil’s Brewery, 90 Elliot Street to sell their product at the Harris Hill Ski Jump on February 18 and 19, 2012 for the hours of 11:00am until 4:00pm.

    8. WATER AND SEWER COMMISSIONERS

    A. WWTP – Engineer Update Representatives from Hoyle Tanner and Associates will present to the Board an update on the Wastewater Treatment Plant Upgrade Project, a list of potential change orders, and an amendment to the Engineering Contract for engineering and support services in conjunction with the Spring Tree Pump Station Upgrade Project. Public Works Director Steve Barrett approved Individual changes of sums less than $5,000 totally $16,349. The Board is asked to approve five changes (each over $5,000) totally a credit of $79,075. If approved, the final Change Order will total $62,726.

    In addition to the above, the Board is asked to approve Amendment #5 of the Owner-Engineer Agreement. This amendment represents engineering work on the Spring Tree Pump Station Upgrade Project.

    Requested Action: To approve the project changes totally $79,075 and to authorize the Town Manager to sign the corresponding Change Order in the total sum amount of $62,726.

    Requested Action: To approve Amendment #5 of the Owner-Engineer Agreement in the amount of $17,500 for engineering work on the Spring Tree Pump Station Upgrade Project through project bidding.

    10. NEW BUSINESS

    A. FY11 Financial Audit – Finance Director John O’Connor will present the FY11 Financial Audit for the period ending June 30, 2011.

    Requested Action: None

    B. State Certificate of Highway Mileage – The Board is asked to approve the annual State Certificate of Highway Mileage. This data is used by the State to calculate the annual State highway support.

    Requested Action: To approve the 2012 State Certificate of Highway Mileage.

    C. Accept and Appropriate Grant – Public Safety Inoperable Communications Grant – The Board is asked to accept and appropriate a grant from the Vermont Department of Public Safety in the amount of $8,995.00 for the purpose of purchasing a narrowband base, mobile radio, and power supply base repeater for central dispatch. There is no local match required for this grant.

    Requested Action: To accept and appropriate a grant from the Vermont Department of Public Safety Inoperable Communications $8,995 for the purpose of purchasing a narrowband base, mobile radio, and power supply base repeater.

    D. Accept and Appropriate Donation – CE Bradley Labs, Police Dept. The Board is asked to accept and appropriate a $1,500 donation from CE Bradley Labs to the Brattleboro Police Department. The funds would be used to offset costs of installing and getting power and internet feed to the downtown cameras.

    Requested Action: To accept and appropriate a $1,5000 donation from CE Bradley labs for the purpose of offsetting costs associated with installing and getting power and internet feed to the downtown cameras.

    E. Accept and Appropriate Grant – Recreational Facilities (BASIC) Grant The Board is asked to accept and appropriate a $14,000 grant from the State Recreational Facilities to the Recreation Department for the purpose of funding, in part, the design and build of a skateboard park at the Crowell Lot.

    Requested Action: To accept and accept and appropriate a $14,000 grant from the State Recreational Facilities to the Recreation Department for the purpose of funding, in part, the design and build of a skateboard park at the Crowell Lot.

    F. Grant Application – Hazard Mitigation Grant Program Assistant Town Manager Patrick Moreland will present to the Board the projects that the Town would like to submit to the State Hazard Mitigation Grant Program. The Board is asked to approve the list of projects as well as their proposed prioritization. Since Tropical Storm Irene the Town and its citizens have utilized the following programs for funding: FEMA Individual Assistance, FEMA Public Assistance, FEMA Small Business Assistance, Emergency Water Protection Program, and the now HMGP. All of these programs have their own set of rules, regulations and priorities. Town staff has been working diligently to learn the programs and develop appropriate applications.

    In addition to the above listed funding programs, release of special Irene funding through CDBG has been announced and we anticipate EDA to make a similar announcement. Staff will continue to learn the details of these funding sources and work to present successful applications.

    While having a variety of funding sources is good, it does not necessary mean that every project will fit the program criteria and be funded. In particular with HMGP we have had to remove potential projects from our projects lists much to our and citizen disappointment.

    HMGP grants are a 75% grant and 25% match split. The 25% match for the drainage projects will be in-kind from our own labor pool. Match for the other two project types will be contributed by the property owner.

    Requested Action: To approve the nine grant applications presented and to prioritize the project types with Residential Acquisition as the highest priority followed by Commercial, Dry Flood Proofing and Public Infrastructure, Drainage Improvements.

    G. Adopt Grants Manual Addendum – Deferred Loans Periodic Review The Board is asked to approve a financial policy that would require a periodic review of the Town’s deferred loans (typically CDBG loans). This recommendation was made by our Auditors in a prior audit.

    Requested Action: To approve the grants manual addendum implementing a periodic review of deferred loans.

    H. Appoint Trustee – Brooks Memorial Library The Board is asked to appoint Jane Southworth as a Brooks Memorial Library Trustee to fill the vacancy created by the resignation of John Nirenberg.

    Requested Action: To appoint Jane Southworth to the Brooks Memorial Library Trustee to fill the vacancy until March 24, 2012.

    I. Committee Vacancies – BASIC, Agriculture Advisory Board, West River Park David Longsmith and Josh Steele resigned from the BASIC committee and Scott McCarty resigned from the Ag Advisory Board and West River Park. The Board is asked to announce the vacancies and set a date for acceptance of applications.
