Brattleboro Selectboard Agenda and Notes – January 26, 2021

At their next meeting, the Brattleboro Selectboard will wrap up their budget season by approving the final FY22 budget and sending it with warned articles to Representative Town Meeting representatives. They’ll also accept a COVID grant and make committee appointments. It could be their shortest meeting in quite some time. You can extend it by  bringing up other items not on the agenda during public participation.

The Brattleboro Selectboard will meet on Tuesday, January 26, 2021, using Zoom (with no physical location due to the ongoing social distancing requirements of COVID-19).  The Board will convene at 5:15pm to conduct committee interviews and is expected to enter into executive session immediately thereafter, approximately 5:30pm, to discuss the negotiating or securing of real estate purchase or lease options.  The Board will reconvene at 6:15pm for the business portion of the meeting.  The attached agenda and administrative report contain information on how to access the meeting remotely, including the required “passcode.”  Information about how to connect to the meeting is also posted on the homepage of the Town’s website.  ASL interpreters will be available for deaf and hard-of-hearing community members.

The Selectboard is asked to approve its recommended FY22 General Fund budget for consideration and action at Representative Town Meeting, as set forth in the memorandum dated January 21, 2021, from Town Manager Elwell. 

POTENTIAL MOTION: TO APPROVE THE SELECTBOARD’S PROPOSED FY22 GENERAL FUND BUDGET FOR CONSIDERATION AND ACTION AT REPRESENTATIVE TOWN MEETING. 

B. Approve Town Meeting Warnings 

Annual Town Meeting Election on Tuesday, March 2, 2021 

Annual Representative Town Meeting on Saturday, March 20, 2021 (+ March 21, if necessary) 

The Selectboard is asked to approve the warnings for the annual Town Meeting Day election and for the annual Representative Town Meeting. Both documents are available for review in the backup materials for the January 26 Selectboard meeting. 

POTENTIAL MOTION: TO APPROVE THE WARNINGS FOR THE ANNUAL TOWN MEETING DAY ELECTION AND THE ANNUAL REPRESENTATIVE TOWN MEETING. 

8. NEW BUSINESS A. COVID Emergency Outbreak Testing and Vaccination Administration Funds – Ratify Town Manager’s Decision to Accept and Appropriate this Grant 

The State of Vermont asked for assistance from emergency medical service providers to support the State’s continuing programs of COVID testing and vaccinations, and offered grant funds to defray the costs of providing such assistance. As authorized by Town Manager Elwell, the Brattleboro Fire Department is providing the requested support services in these State programs. Town staff is asking the Selectboard to ratify the Town Manager’s decision to accept this grant and participate in this program. 

POTENTIAL MOTION: TO RATIFY THE TOWN MANAGER’S DECISION TO ACCEPT AND APPROPRIATE THE COVID EMERGENCY OUTBREAK TESTING AND VACCINATION ADMINISTRATION GRANT IN AN AMOUNT NOT TO EXCEED $100,000. 

B. Committee Appointments 

After conducting interviews earlier in the meeting, the Selectboard is asked to make committee appointments for the following boards, commissions and committees: Development Review Board, Energy Committee, Planning Commission, and Senior Solutions.
