The Brattleboro Selectboard will continue work on the FY27 budget at their first regular meeting in December. From the way it is scheduled, this could be a VERY long meeting. The agenda-setters have the final item beginning AFTER 10 PM, and we all know how good they are at estimating agenda starting times.
In addition to hearing from Rec & Parks, the Library, the downtown organization, and Public Works about their budgets for FY27, the board will take up the bigger items of a change of health care providers, a discussion of options for voting to end Representative Town meeting, a new potential zoning change to start controlling “social assistance or charitable services” through conditional use permits, a monthly budget update, and anything else the public wants to bring up during public participation.

The Brattleboro Selectboard will hold a regular meeting on Tuesday, December 2, 2025, at 6:15pm in the Selectboard Meeting Room at the Brattleboro Municipal Center (230 Main Street, Room 212) and over Zoom. Prior to the meeting, at 4:30pm, the Board will meet at the Brattleboro Police Substation (77 Flat Street) for a site visit. The Board will then meet at 5:45pm and is expected to enter immediately into executive session to discuss contracts and labor negotiations with employees. The attached agenda contains information on how to access the meeting remotely, including the required “passcode.” Closed captioning will be available for deaf and hard-of-hearing community members. The backup materials for this meeting will be available on the town website by Friday, November 28.

Authorize Signatures In a memorandum dated November 25, 2025, DPW Director Dan Tyler discusses the winter salt purchase process and recommends that the Board award the bid for 2025/26 winter salt to Apalachee Salt. By approving the Consent Agenda, the Board will award the 2025/2026 winter road salt purchase to Apalachee Salt, of Rochester, NY, for the proposed prices of $98.05/ton.
In a memorandum dated December 2, 2025, Town Clerk Hilary Francis discusses the Second Class Liquor License and Tobacco License applications for J & K Grocery Store located at 69 Elliot Street. Town staff have reviewed and recommend approval of these licenses. Representatives from J & K Grocery will be in the meeting to discuss these licenses, should this item be pulled from Consent. By approving the Consent Agenda, the Board will approve a Second Class Liquor License and Tobacco License to J & K Grocery, located at 69 Elliot Street.
In a memorandum dated November 25, 2025, Town Attorney Bob Fisher discusses a proposed easement deed for the Friends of West River Trail, Inc, and informs the Board that they must provide Public Notice of the Intended Conveyance. By approving the Consent Agenda, the Board will approve the Public Notice pursuant to 24 VSA section 1061 to provide Notice of the Town’s Intent to Convey an Easement over Parcel 00330004.00 to Friends of West River Trail, Inc. and to convey any salvage surplus material located thereon.
In a memorandum dated November 20, 2025, Town Treasurer Leslie Smith discusses a recent transfer of Town funds to Community Bank. By approving the Consent Agenda, the Board will ratify the Town Manager and Treasurer’s transfer of funds in the amount of $7,063,334 as of 11/25/2025 not immediately needed for on-going obligations to Community Bank to maximize return on investments.
In a memorandum dated November 24, 2025, Town Manager John Potter discusses the loan agreement for the Pleasant Valley Storage Tank (the loan was authorized by RTM in 2024) and explained that in order to sign the loan agreement, the Board must authorize the Selectboard and Town Manager to sign the documents. By approving the Consent Agenda, the Board will authorize the Selectboard and Town Manager to sign the loan agreement for Loan RF3-567-3.0 (Pleasant Valley Storage Tank) Loan.
