Brattleboro Selectboard Agenda and Notes – December 16, 2025

The Brattleboro Selectboard will find out what land the Town owns might be suitable for housing during their next regular Tuesday meeting. They’ll also hear from many more departments about their budget request for FY27, and hold a quick close out hearing for a scattered site grant with WWHT.

The Brattleboro Selectboard will hold a regular meeting on Tuesday, December 16, 2025, at 6:15pm in the Selectboard Meeting Room at the Brattleboro Municipal Center (230 Main Street, Room 212) and over Zoom. Prior to the meeting, at 5:15pm, the Selectboard will convene and is expected to enter immediately into executive session to discuss litigation, the evaluation of a public officer or employee, and labor negotiations with employees. The attached agenda contains information on how to access the meeting remotely, including the required “passcode.” Closed captioning will be available for deaf and hard-of-hearing community members. The backup materials for this meeting will be available on the town website by the end of the day.

In a memorandum dated December 4, 2025, Planning Director Sue Fillion discusses the application for an EPA Brownfields Assessment Grant. The Town has been asked to be a Coalition partner to the Windham Regional Commission on this grant. By approving the Consent Agenda, the Board will Authorize the Town of Brattleboro to be a coalition partner to the Windham Regional Commission EPA Brownfields Assessment Grant application.

In a memorandum dated December 16, 2025, Town Clerk Hilary Francis discusses the First and Third Class Liquor License applications for India Masala House located at 7 High Street. Town staff have reviewed and recommend approval of these licenses. Representatives for India Masala House will be in the meeting, should this item be pulled from Consent By approving the Consent Agenda, the Board will approve a First and Third Class Liquor License to India Masala House, located at 7 High Street.

In a memorandum dated December 16, 2025, Town Clerk Hilary Francis discusses the Tobacco License and Tobacco Substitute Endorsement Permit for Mac’s Convenience Stores: DBA: Circle K, located at 564 Canal Street. Town staff have reviewed and recommend approval of these licenses. Representatives for this business will be in the meeting, should this item be pulled from Consent. By approving the Consent Agenda, the Board will approve the Tobacco License and Tobacco Substitute Endorsement Permit for Mac’s Convenience Stores: DBA: Circle K, located at 564 Canal Street.

In a memorandum dated December 3, 2025, HR Director Sally Cruz Nix discusses the renewal of services with WasteZero for their Pay-As-You-Throw (PAYT) program. By approving the Consent Agenda, the Board will authorize the renewal agreement of services with WasteZero for Pay-As-You-Throw program services for a term of three years, effective January 2026.

In a memorandum dated December 5, 2025, Sustainability Coordinator Stephen Dotson discusses the Town’s potential participation in Phase 1 of the Municipal Investment Fund Program. This grant program is structured in two phases. By approving the Consent Agenda, the Board will approve of the Town of Brattleboro’s participation in Phase 1 of the Municipal Investment Fund Program as a subrecipient, in partnership with the Brattleboro Development Credit Corporation.

In a memorandum dated December 12, 2025, Town Manager John Potter discusses the Windham and Windsor Housing Trust’s Vermont Community Development Program Scattered Site Grant application. Representatives from Windham and Windsor Housing Trust will be in the meeting to discuss this grant application with the Board and the public.
