Windham Southeast Supervisory Union School Board
Minutes December 10, 2025
Directors present: Anne Beekman (via zoom), Kerry Amidon, Kim Price, Brian Remer, Deborah Stanford (via zoom).

CALL TO ORDER—5:04 p.m. — Anne Beekman
On a motion by Kim Price the board approved the consent agenda as presented.
ADMINISTRATIVE REPORT
With no new hires, retirements or resignations, Mark focused the night’s work on the presentation of the Food Services budget.
Frank Rucker reviewed the budget work done to date including absorption of some Curriculum and Assessment expenditures into the general fund budget due to a loss of federal funds.
Harley Sterling gave the board an overview of the food service programs first months of operation and plans for the future. His team is constantly seeking out additional revenue sources to support the program and last month received $99,000 from the Kendall Foundation’s Food Vision program for kitchen infrastructure. Over the summer the food service team hosted the 3rd largest summer food program in Vermont. They are looking to increase to 15% the percentage of local foods used as well as expanding participation in our schools.
On a motion by Kim Price the board voted to approve the WSESU budget in the amount of $34,740,570.
The following policies were presented for a first reading:
● F5 Searches, Seizures, and Interrogation of Students by Law Enforcement Personnel or Other Non-School Personnel
● F37 District Equity Policy
● G13 Acceptable Use of Electronic Resources and the Internet
The following policies were presented for a second reading:
● F8 Student Medication
● D12 Prevention of Harassment of Employees
● E19 Behavioral Threat Assessment Teams
● Proposed Superintendent Evaluation

The board discussed the current draft of the Evaluation policy and possible other survey instruments that could be used to gather feedback. The topic was added to the Parking Lot for future discussions.
On a motion by Kerry Amidon the board entered into Executive Session at 6:22 pm under 1 V.S.A. § 313 (a)(3) the appointment or employment or evaluation of a public officer or employee, provided that the public body shall make a final decision to hire or appoint a public officer or employee in an open meeting and shall explain the reasons for its final decision during the open meeting.
The board rose from Executive Session with no action taken. On a motion by Kerry Amidon the board adjourned at 6:50 pm.

CALL TO ORDER—5:00 p.m. — Anne Beekman
Public Comment on non-agenda items – there was none
On a motion by Deborah Stanford the board entered into Executive Session at 5:02 pm under 1 V.S.A. § 313 (a)(3) the appointment or employment or evaluation of a public officer or employee, provided that the public body shall make a final decision to hire or appoint a public officer or employee in an open meeting and shall explain the reasons for its final decision during the open meeting. Mark Speno and Frank Rucker were invited to join.
The board rose from Executive Session at 6:32 pm with no action taken. On a motion by Kerry Amidon the board adjourned at 6:32 pm.
