Brattleboro Citizen Police Communications Committee (CPCC) Minutes and Agenda

The Brattleboro Citizen Police Communications Committee (CPCC) will meet on Tuesday, May 20, 2014 at 5:30pm in the community room at the Brooks Memorial Library. Note the date change for this meeting.

1. Call to Order & Quorum Check: Tristan Toleno called the meeting to order. Committee members James Banslaben and Ann Wright were present. Terry Carter, Robin Flatley, Acting Town Manager Patrick Moreland, and Police Chief Wrinn also attended.

2. Agenda Review: No changes were made to the agenda.

3. Approval of Previous Meeting Notes: The March minutes were approved.

4. New Business:

a. Chief Wrinn reviewed the status of a citizen complaint involving long- and short-term tenants and the landlord, most of which have been civil in nature and are outside the purview of the committee and the complaint process.

b. Complainants have been offered mediation and invited to attend a CPCC meeting.

5. Unfinished Business:

a. Acting town manager Patrick Moreland attended tonight’s meeting to hear about the work of the committee in the past few years and discuss the make-up and role of the committee. The three seated committee members’ terms expire this June and the committee has had two open seats this year. Patrick offered to help the committee fill open seats.

b. Creating a committee manual to help new members understand the committee’s role and function was suggested. It was also suggested the committee give quarterly or semi-annual reports at Selectboard meetings, as the Selectboard oversees the committee.

c. The next regularly-scheduled CPCC meeting would be May 26. Since this is a federal holiday, the committee and Chief Wrinn agreed to meet on Tuesday, May 20, to brainstorm what would be helpful in a committee handbook or manual for new committee members. This meeting will be held at 5:30 p.m. in the meeting room at the library.

6. Public Participation: Terry Carter asked about the identity of the police officer who recently shot an individual at a Putney Road hotel. The officer has been publicly identified and Terry was given the officer’s name.

7. The meeting adjourned at 6:30 p.m.
