Brattleboro Citizen Police Communications Committee (CPCC) Meeting Minutes and Agenda

The Brattleboro Citizen Police Communications Committee (CPCC) will meet on Monday, June 23, 2014 at 5:30pm at the Brooks Memorial Library in the community room.

1. Call to Order & Quorum Check: Tristan Toleno called the meeting to order. Committee members James Banslaben and Ann Wright were present. Terry Carter and Robin Flatley attended.

2. Agenda Review:
a. Terry Carter requested that dog handling training for the Brattleboro police department be added to the agenda and that the CPCC endorse this training: Terry has talked to TJ Anderson and thinks money for training will be available for October. The training would allow someone qualified to be available when the dog control office is not scheduled to work.
b. This item will be on the June agenda. Terry should have more information at that time.

3. Approval of Previous Meeting Notes: The April minutes were approved.
4. New Business: None
5. Public Participation:

a. Robyn Flatley shared a list of questions as a prospective new committee member. There was a discussion about how to better educate and inform the community of the committee’s role and expose the community to the committee’s work and what safety precautions are in place for the committee when conflict occurs.

b. It was suggested that the committee revisit the complaint process so that its use is consistent with the definition of a citizen complaint. Anything involving a criminal investigation may initially be a complaint, but is outside of the committee’s authority.

c. The reason for notarizing a citizen complaint, since one intent is to make the complaint form available to people who may not want to fill out the form at the police department, was discussed. This needs follow up, as the police department wasn’t represented.

d. It was agreed to draft a CPCC handbook to help provide continuity from year to year and to orient new committee members.
