Brattleboro Selectboard Agenda and Notes – October 7, 2014

The Brattleboro Selectboard plans to discuss Human Services Funding at their next regular Tuesday meeting. They will be exploring options to increase, reduce, level-fund, or eliminate the payments entirely in an effort to keep taxes down.

There will be an update on the status of the Police & Fire facility project, a discussion of charging non-profits for emergency services, a look at Town Manager evaluation forms, and more.

Watch on BCTV or attend in person. You can speak to any issue, or bring up something that isn’t on the agenda during Public Participation.

The Brattleboro Selectboard will meet on Tuesday, October 7, 2014 in the Selectboard meeting room at the Municipal Center.  It is anticipated that the Board will enter into executive session at 5:15pm to discuss contractual matters and reconvene the regular business meeting at 6:15pm.

ASL interpreters will be available for the deaf and hard-of-hearing community members.

SUBJECT: Administrative Report

The following will summarize the proposed motions for those items on the Agenda for the Tuesday, October 7, 2014 Selectboard Meeting. It is anticipated that the Board will enter into executive session at 5:15pm to discuss three separate contract matters. The regular meeting will begin at 6:15pm.

A. Human Services Funding – Discussion. A recommendation for human services funding is made each year by the Human Services Review Committee, a committee of Representative Town Meeting. Last year during the FY15 budget discussion, the Selectboard made a request of the committee to reduce the budget request for human services funding to $120,000. A memo from Attorney Bob Fisher outlining the nature and authority of the Human Services Funding Committee, and that committee’s relationship with the Selectboard, is included in the Board packet.

B. Regional Economic Hub Study Group – Discuss Committee Charge/Mission

A. Police-Fire Facilities Project – Discussion. The Police-Fire Facilities Building Committee held a meeting on 9-30-14 to discuss options for moving forward with the project.

C. Town Manager Evaluation Forms – Discussion. The Board will consider what type of format it will utilize for an annual evaluation of the Town Manager.

D. Accept and Appropriate Grant – Rescue Rope, Brattleboro Fire Department. The Board is asked to accept and appropriate a grant in the amount of $2,500 from Vermont Department of Public Safety Equipment Grant Program for the purchase of 2500’ of ?” super static rescue rope.

POTENTIAL MOTION: TO ACCEPT AND APPROPRIATE A EQUIPMENT GRANT IN THE AMOUNT OF $2,500 FROM THE VERMONT DEPARTMENT OF PUBLIC SAFETY FOR THE PURCHASE OF 2500’ OF ?” SUPER STATIC RESCUE ROPE.

E. Ratify Grant Application – Strong Communities Better Connections (SCBC) Pilot Program Grant, Planning Services. The Board is asked to ratify a grant application to the Agency of Commerce and Community Development for a grant to support an intensive planning project near lower Main Street. The Strong Communities Better Connections grant program is a collaborative pilot project between ACCD and VTrans that is intended to support planning around land use and transportation. The specific planning being contemplated with this submission involves a consideration of vehicle, pedestrian, land use and municipal infrastructure needs arising from the installation of a new bridge to Hinsdale, NH. A $4,000 match is required and Program Income Funds have been identified as the match source.

POTENTIAL MOTION: TO RATIFY A GRANT APPLICATION IN THE AMOUNT OF $36,000 TO THE AGENCY OF COMMERCE AND COMMUNITY DEVELOPMENT, STRONG COMMUNITIES, BETTER CONNECTIONS GRANT PROGRAM, AND TO COMMIT A $4,000 MATCH FROM PROGRAM INCOME FUNDS, TO SUPPORT A CONCEPTUAL DEVELOPMENT PLAN FOR LOWER MAIN STREET.

F. Accept and Appropriate Grant – Edward J. Byrne Justice Assistance Grant (JAG), Brattleboro Police Department. The Board is asked to accept and appropriate a grant in the amount of $90,000 from the Vermont Department of Public Safety. The grant will be used to support regular staff time and benefit costs associated with law enforcement activities involving illicit drug trafficking.

POTENTIAL MOTION: TO ACCEPT AND APPROPRIATE AN EDWARD J BYRNE JUSTICE ASSISTANCE GRANT IN THE AMOUNT OF $90,000 FROM THE VERMONT DEPARTMENT OF PUBLIC SAFETY LAW ENFORCEMENT ACTIVITIES INVOLVING ILLICIT DRUG TRAFFICKING.
