Brattleboro Selectboard Agenda and Notes – June 2, 2015

At the next meeting of the Brattleboro Selectboard, a regular meeting of the board on Tuesday at the Municipal Center, an upodate on Pay As You Throw, a proposal for the Our Town arts grant, and the fourth presentation on new land use regulations will all be given ample time for discussion.

The board will also buy a utility vehicle, hold a second hearing on changes to the Town Plan, and more. You can bring up other items not on the agenda during public participation.

The Brattleboro Selectboard will meet on Tuesday, June 2, 2015 in the Selectboard meeting room at the Municipal Center.  It is anticipated that the Board will enter into executive session at 5:30pm to discuss contracts, labor relations agreements with employees, confidential attorney-client communications made for the purpose of providing professional legal services to the body, and negotiating real estate purchase options, after which the business meeting will resume at 6:15pm.

ASL interpreters will be available for the deaf and hard-of-hearing community members.

The following will summarize the proposed motions for the Selectboard meeting on Tuesday, June 2, 2015. The Board will meet in executive session at 5:30pm to discuss contracts, labor relations agreements with employees, confidential attorney-client communications made for the purpose of providing professional legal services to the body, and negotiating real estate purchase options, after which the Board will reconvene the business meeting at 6:15pm in the Selectboard meeting room.

7. LIQUOR COMMISSIONERS None

8. WATER AND SEWER COMMISSIONERS

A. Purchase Utility Vehicle – Department of Public Works. The Board is asked to approve the purchase of a 2015 Chevrolet Sonic from Shearer Chevrolet of Burlington, Vermont. The vehicle replacement was approved as part of the FY15 Utility Capital Plan at an estimated cost of $20,000. Utilizing the state bid process, and after accounting for trade in value, the cost of the vehicle will be $15,981.

POTENTIAL MOTION: TO APPROVE THE PURCHASE OF A 2015 CHEVROLET SONIC, AT A COST OF $15,981, FROM SHEARER CHEVROLET OF BURLINGTON, VERMONT.

10. NEW BUSINESS

A. Vermont Yankee Letter of Agreement – Ladder Truck Support. The Board is asked to approve an agreement between the Town of Brattleboro and Entergy Vermont (ENVY) for ladder truck response to the Vernon facility from the Brattleboro Fire Department. The agreement allows for reimbursement of Brattleboro according to the terms set out in Chapter 20 of the Brattleboro Code of Ordinance.

POTENTIAL MOTION: TO AUTHORIZE THE TOWN MANAGER TO EXECUTE THE AGREEMENT BETWEEN ENTERGY VERMONT AND TOWN OF BRATTLEBORO FOR LADDER TRUCK RESPONSE TO ENTERGY VERMONT YANKEE AS PRESENTED.

B. Town Plan Amendment – Second Public Hearing, Planning Department. The Board is asked to hold a second public hearing on an amendment to the Town Plan. The current Village Center Designation for West Brattleboro expires in July 2015. To renew the Village Center Designation, the Town Plan must be amended to comply with new mapping requirements imposed by the State of Vermont. Planning Director Rod Francis will be present to discuss the amendment.

POTENTIAL MOTION: TO ADOPT THE PROPOSED BRATTLEBORO TOWN PLAN DATED JUNE 2015.

POTENTIAL MOTION: TO REQUEST TOWN PLAN APPROVAL FROM THE WINDHAM REGIONAL COMMISSION.

C. West Brattleboro Village Center Designation – The Board is asked to authorize the submission of renewal application of the Village Center Designation to the Vermont Downtown Program for the West Brattleboro Village. Brattleboro’s participation in the program enables property owners within the district to compete for tax credits to offset the cost of eligible improvements.

POTENTIAL MOTION: TO AUTHORIZE A RENEWAL APPLICATION FOR VILLAGE CENTER DESIGNATION TO THE VERMONT DOWNTON PROGRAM FOR THE WEST BRATTLEBORO VILLAGE CENTER.

D. Pay-As-You-Throw (PAYT) – Update. Assistant Town Manager Patrick Moreland and PAYT Coordinator Moss Kahler will be present to provide updates to the implementation of the PAYT program.

POTENTIAL MOTION: NONE

E. National Endowment for the Arts (NEA) Our Town Grant. At the May 19 Selectboard meeting, the Board heard comments and opinions from several persons interested in the NEA Our Town Grant. The Board asked the interested persons to submit a proposal to the Board for consideration at the June 2 meeting. A proposal, submitted by Kate Anderson and Hugh Keelan, is included for the board’s consideration.

POTENTIAL MOTION: TBD

F. Presentation of Proposed Zoning Code/Land Use Regulation Amendments (LUR) – Part 4: Design and Performance Standards. Planning Director Rod Francis, Planner Sue Fillion and Planning Commission Chair Elizabeth McLoughlin will be present to discuss the proposed amendments to the Land Use Regulations (LURs).
