Call to order
Approve Minutes – May 20, 2015
Debriefing by Town Manager Peter Elwell on his ongoing review of the budgeting process, and how it will be changing
Discussion of committee plans and priorities, including:
• The Town’s Definitions & Nature of ‘Capital Expenditures’ – Report from the Interim Presiding Clerk
• Update on organizational resources available to us, including the Vermont League of Cities and Towns – Franz Reichsman
• Designation of three individuals to track the budgeting processes for the Municipality, the Town Schools, and BUHS / Windham Regional Career Center
• Discussion of Reports, etc., we should request or receive for our work
• Further discussion of Finance Committee ‘Working’ Web Site, use of google docs, etc.
• Possible strategies for reducing insurance premiums/labor costs
• “Management by crisis” spending by the Town for expenses that should have been anticipated; how to suggest improvements
• Options for integrating finance goals with energy goals and renewable energy development
• Consideration of the ‘Enterprise Fund’ budgets: Water & Sewers, and Parking Regulation & Enforcement
