Brattleboro Selectboard Agenda and Notes – August 4, 2015

The NEA Our Town Grant Screening Committee has chosen finalists, and their list of screened proposals will be reviewed and approved by the by Brattleboro Selectboard at their next regular meeting, enabling the project to move to the next phase.

Brooks Memorial Library hours will be restored on Thursday mornings and Saturday afternoons, the board will accept a grant, and allow the Assessors to fine more local businesses. You can bring up other items that aren’t on the agenda during Public Participation.

The Brattleboro Selectboard will meet on Tuesday, August 4, 2015 at 6:15pm in the Selectboard meeting room at the Municipal Center.  ASL interpreters will be available for the deaf and hard-of-hearing community members.

The following will summarize the proposed motions for the Selectboard meeting on Tuesday, August 4, 2015. The Board will meet at 6:15pm in the Selectboard meeting room at the Municipal Center.

7. LIQUOR COMMISSIONERS

A. Special Event Permits – Hermit Thrush Brewery, LLC, Brewery Pint Nights on August 7, August 21 and September 4. The Board is asked to approve three special event permits for Hermit Thrush Brewery, LLC, for brewery pint nights on August 7, August 21, and September 4 to be held at the brewery located at 29 High Street.

POTENTIAL MOTION: TO APPROVE THREE SPECIAL EVENT PERMITS FOR HERMIT THRUSH BREWERY, LLC, FOR BREWERY PINT NIGHTS ON AUGUST 7, AUGUST 21, AND SEPTEMBER 4 TO BE HELD AT THE BREWERY LOCATED AT 29 HIGH STREET.

9. UNFINISHED BUSINESS
A. National Endowment for the Arts (NEA) Our Town Grant – Review Screening Committee Recommendations and Determine Finalists. The Town received 33 proposals in response to the NEA Our Town Grant Call for Artists / Request for Proposals. The NEA Our Town Grant Screening Committee will meet on July 31 to discuss the proposals and identify its list of recommended finalists. The Board is asked to ratify the Screening Committee’s recommendation(s) or otherwise determine which proposals will be further developed by the artist(s) for final presentation to the Selection Committee in September. No written materials regarding this item are included in the Selectboard’s notebooks because of the timing of the Screening Committee’s meeting vis-à-vis the Selectboard meeting.

10. NEW BUSINESS
A. Restore Library Hours – Receive Funding from Endowment and Re-allocate Budgeted Funds. The Brooks Memorial Library Board of Trustees requests that the Library’s operating hours be restored on Thursday mornings (beginning September 17) and Saturday afternoons (beginning September 12). The Library recently received a generous bequest from the late Ronald Read. The Trustees propose expending $16,000 from the endowment for the purchase of books and ask the Selectboard to authorize the transfer of $16,000 from the General Fund line item for books to the General Fund line item for salaries.

POTENTIAL MOTION: TO ACCEPT THE LIBRARY BOARD OF TRUSTEES’ COMMITMENT TO PURCHASE $16,000 WORTH OF BOOKS DURING FY16 AND TO AUTHORIZE THE TRANSFER OF $16,000 FROM THE FY16 GENERAL FUND BUDGET LINE ITEM FOR BOOKS TO THE FY16 GENERAL FUND BUDGET LINE ITEM FOR SALARIES.

B. Business Personal Property Fines – Office of the Assessor. The Office of Assessment provides the Selectboard annually with a list of business that have not filed Business Personal Property schedules as required. The Board is asked to authorize the Office of Assessment to issue a fine in the amount of $100 for each business that has not filed the Business Personal Property schedule for 2015.

POTENTIAL MOTION: TO AUTHORIZE THE OFFICE OF ASSESSMENT TO ISSUE A FINE IN THE AMOUNT OF $100 FOR EACH BUSINESS THAT HAS NOT FILED THE BUSINESS PERSONAL PROPERTY SCHEDULE FOR 2015.

C. Accept and Appropriate RERP 2016 Grant – Vermont Department of Public Safety. The Board is asked to accept and appropriate the RERP 2016 grant from the Vermont Department of Public Safety in the amount of $32,000. The grant will reimburse expenses related to activities with Vermont Yankee and the implementation of the Vermont Radiological Emergency Response Plan (RERP).

POTENTIAL MOTION: TO ACCEPT AND APPROPRIATE THE RERP 2016 GRANT FROM THE VERMONT DEPARTMENT OF PUBLIC SAFETY IN THE AMOUNT OF $32,000.

  • Great news about the library

    Great news about the library hours being restored. I am frequently walking down there with a bag full of books to return only to remember that “Darn!” It’s 10 AM on a Thursday and they don’t open until 1 o’clock. New books to read will have to wait!
