Brattleboro Selectboard Agenda and Notes – September 15, 2015

The next phase of Municipal Center repairs will get some attention at the next regular meeting of the Brattleboro Selectboard.

The board will have a second hearing and approval of parking ordinance changes, examine some financial reports for the year and month, and will do their utmost to protect you, dear citizens, from terrorists in our midst with the approval of a mobile data terminal for a police car.

The Brattleboro Selectboard will meet on Tuesday, September 15, 2015, in the Selectboard meeting room at the Municipal Center.  It is anticipated that the Board will enter into executive session at 5:30pm to discuss contracts and pending or probable civil litigation to which the public body is or may be a party, after which the Board will reconvene the business meeting at 6:15pm.

ASL interpreters will be available for the deaf and hard-of-hearing community members.

The following will summarize the proposed motions for the Selectboard meeting on Tuesday, September 15, 2015. A. Financial Report – June, 2015 Year-End Financial Report (Unaudited Results). Finance Director John O’Connor will present the June, 2015 year-end financial report.

B. Financial Report – Monthly Report, August. Finance Director John O’Connor will discuss the August monthly report.

C. Ordinance Amendments – Second Reading and Public Hearing (i) Appendix C, Article I, Section 16-87 (Loading and Unloading Zones); (ii) Appendix C, Article II, Section 16-100 (No Parking Areas); (iii) Chapter 16, Article I, Section 16-7 (Parking Citation Appeal Process).
The Board is asked to hold a second reading and public hearing on proposed amendments to three parking ordinances as more particularly described in the memorandum from Assistant Town Manager Patrick Moreland dated August 24, 2015 (revised).

POTENTIAL MOTION: TO APPROVE THE AMENDMENTS TO CHAPTER 16 AND TO APPENDIX C OF THE BRATTLEBORO CODE OF ORDINANCES AS PRESENTED.

D. Municipal Center Life Safety Improvements – The Board is asked to approve a plan for submission to the Vermont Division of Fire Safety for completion of life safety improvements at the Brattleboro Municipal Center. In April of 2014, the Division issued an order requiring Brattleboro to complete a series of life safety improvements, including: a complete fire alarm system; a complete fire sprinkler system, the sealing of all wall and floor penetrations and the construction of separate fire rated egress corridors. An agreement between the Town and the Division resulted in immediate action on the part of the Town to replace the fire alarm system, and the commitment that a plan for the remaining work would be delivered to the Division no later than September 30. The board is asked to commit to including the next phase of the project in the FY17 budget as an act of good faith and to approve the plan to make a similar commitment for the remaining phase three work. The plan outlines two different approaches to complete the work; one that moves forward independent of any Police & Fire project, and a second approach that coordinates this work with a Police & Fire project at the Municipal Center.

POTENTIAL MOTION: TO APPROVE THE PLAN FOR PHASE TWO AND THREE AS PRESENTED AND TO STATE THE SELECTBOARD’S COMMITMENT TO INCLUDE FUNDING FOR PHASE TWO IN THE FY17 BUDGET.

E. Accept and Appropriate Grant – VDEMHS Law Enforcement Terrorism Prevention Program. The Board is asked to accept an appropriate a grant on behalf of the Brattleboro Police Department for funds to upgrade one police cruiser with the addition of a mobile data terminal. Mobile data terminals allow patrol officers to spend additional time on patrol duties because it supports the officer’s ability to perform administrative work in their patrol vehicle, rather than in the Municipal Center.

POTENTIAL MOTION: TO ACCEPT AND APPROPRIATE A LAW ENFORCEMENT TERRORISM PREVENTION GRANT IN THE AMOUNT OF $4,499.12 FROM THE VERMONT DEPARTMENT OF PUBLIC SAFETY FOR THE PURCHASE OF A MOBILE DATA TERMINAL.

F. Accept and Appropriate Grant – VDEMHS Special Operations Capabilities Enhancement Grant. The Board is asked to approve accept an appropriate a grant on behalf of the Brattleboro Fire Department for the purchase of public safety equipment, including: gloves; saws; spot lights and other technical rescue equipment.

POTENTIAL MOTION: TO ACCEPT AND APPROPRIATE A SPECIAL OPERATIONS CAPABILITIES ENHANCEMENT GRANT IN THE AMOUNT OF $6,263 FROM THE VERMONT DEPARTMENT OF PUBLIC SAFETY FOR THE PURCHASE OF PUBLIC SAFETY EQUIPMENT.

G. Accept and Appropriate Grant – VCOMM Grant. The Board is asked to accept and appropriate a grant on behalf of the Brattleboro Fire Department for the purchase of two digital mobile radios. The two radios will be installed into each of the two command vehicles and will enable an incident commander to communicate with Brattleboro Police via radio or to monitor police radio activity.

POTENTIAL MOTION: TO ACCEPT AND APPROPRIATE A VCOMM GRANT IN THE AMOUNT OF $7,572.80 FROM THE VERMONT DEPARTMENT OF PUBLIC SAFETY FOR THE PURCHASE OF TWO MOBILE RADIOS.

H. Committee Appointment. The Board is asked to appoint Christine Linn to the Citizen Police Communications Committee (CPCC) for a term ending June, 2017.

POTENTIAL MOTION: TO APPOINT CHRISTINE LINN TO THE CITIZEN POLICE COMMUNICATIONS COMMITTEE (CPCC) FOR A TERM ENDING JUNE, 2017.

  • Enough scary names

    “VDEMHS Law Enforcement Terrorism Prevention Program”

    Can we (i.e., Vermont…) stop calling this terrorism prevention?

    I’m willing to go out on a limb and say that I bet this data terminal will be used exclusively in the day to day, regular service of the police department, and won’t be used to prevent any terrorism during its operational life.

    It’s a tool used daily, not something we keep in a box of special “terrorism equipment” that we bring out for special situations.

    If we want our police to have the latest equipment and tools, let’s just say so. This could just as easily be called the “VDEMHS Law Enforcement Equipment Program.”

      To your point, Chris, these days, it seems like anything in the form of a request from most any law enforcement agencies for new equipment, training or whatever else they need has a much greater chance of being granted if it has the word ‘terrorism’ attached to it. As I’m sure you must notice every time they come up on the SB agenda, monies waiting to be dispensed under the “Homeland Security” label seem to come from a bottomless pit, where most any and all requests are granted, as long as they are in the pursuit of some sort of ‘terrorism’ protection or prevention. The masses are much easier to control when they remain fearful of something in our midst…

      And on another note, exactly what is it about the “two digital mobile radios” which will “be installed into each of the two command vehicles and will enable an incident commander to communicate with Brattleboro Police via radio or to monitor police radio activity” that has them costing $7,572.80 !?!? Gold plated, maybe?

  • A cynical guess

    This is a completely cynical guess:

    The radios probably cost 1.5k each. Then you’ve got the shop with the sweetheart deal that will probably grab another 1k for an hour or three of work mounting these and running a wire for them. And then you’ve got the other ~3.5k as a markup from the dealer who sells these because tradition.
