Brattleboro Selectboard Agenda and Notes – November 17, 2020

The Brattleboro Selectboard will attempt their first “consent agenda” at their next regular meeting. It is an effort to move things along at a slightly quicker pace than before by grouping items that are simple and require no discussion.

Bigger issues for Tuesday’s meeting include an update to inform the board that Community Development Block Grants cannot be used for direct aid to tenants, SeVEDS will give their annual update and appeal for funding,  the Energy Committee will offer up their revised goals,  and the FY22 budget exploration gets underway with a discussion of revenues, capital projects, and capital equipment needs. You can bring up other items not on the agenda during public participation.

The Brattleboro Selectboard will meet on Tuesday, November 17, 2020, using Zoom (with no physical location due to the ongoing social distancing requirements of COVID-19).  The Board will convene at 5:45pm to conduct committee interviews and will then move into the business meeting starting at 6:15pm.  The attached agenda and administrative report contain information about how to access the meeting remotely, including the required “passcode.”  Information about how to connect to the meeting is also posted on the homepage of the Town’s website.  ASL interpreters will be available for deaf and hard-of-hearing community members.

7. CONSENT AGENDA 

A. Monthly Financial Report – October 

B. Bureau of Justice Assistance Program Patrick Leahy Bulletproof Vest Grant – Accept and Appropriate The Board is asked to approve the Consent Agenda, as presented. This action will acknowledge receipt of the Monthly Financial Report and will accept and appropriate a Patrick Leahy Bulletproof Vest Grant in the amount of $2,649.50 from the Bureau of Justice Assistance. Further information about that grant is provided in a memorandum dated October 19, 2020 (with attachments) from Grants Manager Miriam Tallman. The Monthly Financial Report is provided in the usual format, along with a memorandum dated November 12, 2020, from Town Manager Elwell that provides additional details about the status and operations of the Town’s Parking Fund.

A. Staff Update re: Research on Rental Housing Matters The Board originally heard a request on September 1 from the Tenants Union of Brattleboro to consider an ordinance restricting the amount of money required of tenants prior to moving into a rental unit. After considering that topic at multiple meetings, the Board decided not to proceed with the ordinance at this time and asked the Town Attorney and Town staff to provide additional information regarding programs that might be beneficial to both tenants and landlords. Planning Director Sue Fillion researched the matter and has provided some options for the Board’s review, as set forth in her memorandum dated November 12, 2020. Town Attorney Bob Fisher has advised, in his memorandum dated November 5, 2020, that the Town cannot provide direct aid to tenants or landlords using funds that originated in the Community Development Block Grant (CDBG) program, so any such direct aid would have to be funded with property taxes or some other general revenue source. 

NO ACTION IS REQUIRED ON THIS ITEM. 

11. NEW BUSINESS 

A. Southeastern Vermont Economic Development Strategies (SeVEDS) – Update and Request for FY22 Funding The Selectboard’s backup materials include a letter dated July 15, 2020, in which Adam Grinold, Executive Director of the Brattleboro Development Credit Corporation (BDCC), makes the annual request for a Town funding contribution to the Southeastern Vermont Economic Development Strategies (SeVEDS). Specifically, the Board will be asked to place on the Representative Town Meeting warning a request for a $36,147 ($3 per person for Brattleboro’s population of 12,049) contribution to SeVEDS for FY22. 

POTENTIAL MOTION: TO PLACE ON THE REPRESENTATIVE TOWN MEETING WARNING THE FUNDING OF $36,147 (A CONTRIBUTION OF $3 PER PERSON BASED ON A POPULATION OF 12,049) FROM PROGRAM INCOME TO SOUTHEASTERN VERMONT ECONOMIC DEVELOPMENT STRATEGIES. 

B. Energy Committee Proposal – Climate Goals The Energy Committee requests that the Board adopt the goals of the Global Warming Solutions Act, as set forth in the Brattleboro Energy Goals Proposal dated October 1, 2020.

C. FY22 Proposed Budget (i) Revenues (ii) Capital Projects (iii) Capital Equipment Town Manager Elwell will discuss revenues, capital projects, and capital equipment,  as set forth in staff’s proposed FY22 Budget. In response to a specific request from the Selectboard, Public Works Director Steve Barrett and Highway/Utilities Superintendent Dan Tyler will discuss capital requests for paving and sidewalks, per their memoranda dated November 6 and November 12. Other department heads also will be in the meeting to address any questions the Selectboard or public may have regarding specific revenue line items or capital requests. 

NO ACTION IS REQUIRED ON THIS ITEM. 

D. Committee Appointments The Board is asked to appoint community members to the Arts Committee and the Energy Committee. At the beginning of this meeting, the Board will hold interviews of two applicants for a single vacant seat on the Energy Committee.
