To kick off the new year, the Brattleboro Selectboard will hear a report and recommendations from the Community Safety Review Committee. The board will also consider an increase to Human Services funding, contemplate mailed ballots for Town Meeting Day, and call for volunteers to serve on committees.

The Brattleboro Selectboard will meet on Tuesday, January 5, 2021, at 6:15pm using Zoom (with no physical location due to the ongoing social distancing requirements of COVID-19).  The attached agenda and administrative report contain information on how to access the meeting remotely, including the required “passcode.”  Information about how to connect to the meeting is also posted on the homepage of the Town’s website.  ASL interpreters will be available for deaf and hard-of-hearing community members.

A. Acceptance of Annual Audit and Financial Statements for FY20 

B. Purchase of Replacement Vehicle for Animal Control Officer 

The Board is asked to approve the Consent Agenda, as presented. This action will: 

(1) acknowledge receipt of the annual Audit and Financial Statements for FY20, and 

(2) approve the purchase of a 2020 Ford Transit Connect Van in an amount not to exceed $28,000 (for purchase of the vehicle, installation of equipment, and labeling). Further information about these matters is included in the Selectboard’s backup materials in the form of a memorandum dated December 30, 2020, from Town Manager Elwell with the 58-page “Financial Statements as of June 30, 2020, and Independent Auditor’s Report” and memoranda dated December 30, 2020, from Town Manager Elwell, and dated December 23, 2020, from Captain Carignan, regarding the emergency purchase of the replacement vehicle for the Animal Control Officer.

A. Continued Review of FY22 Proposed Budget (i) Discussion with Representative Town Meeting’s Human Services Committee Representative Town Meeting’s Human Services Review Committee is recommending that the sum of $276,400 be appropriated to various human services agencies, as set forth in a report and spreadsheet entitled “Human Services Review Committee FY22 Request for Funding.” Representatives from the Human Services Review Committee will be present to discuss the recommendations. The proposed FY22 budget currently includes $210,339 for human services contributions.

11. NEW BUSINESS 

A. Procedures for March 2, 2021, Town Meeting Day Election – Absentee Ballots Upon Request vs. Mailing of Ballots to All Active Registered Voters Due to the COVID-19 pandemic, the Vermont Secretary of State mailed ballots to registered voters for the general election in November of 2020. Emergency legislation that would allow Town Clerks to mail ballots to voters for the Town Meeting Day election on March 2, 2021, is pending before the Legislature. If the legislation passes, the Selectboard will determine whether to mail ballots to all active registered voters and/or whether to move the date of the 2021 Town Meeting Day election. In a memorandum dated December 21, 2020, Town Clerk Hilary Francis recommends that voters be invited to request an absentee ballot, similar to the procedure used for the primary election in August of 2020.

B. Community Safety Review – (i) Presentation of Final Report and Recommendations (ii) Initial Discussion of Potential Selectboard Actions The Selectboard established a Community Safety Review Committee and asked the committee to issue its report and recommendations by December 31, 2020. That document is still being finalized. When it becomes available, it will distributed to the Selectboard and posted on the Town’s website. That is expected to be on January 1, 2021.

C. Announce Committee Vacancies The Board is asked to announce vacancies on various Town boards and committees. 

NO MOTION IS REQUIRED ON THIS ITEM.
