Brattleboro Selectboard Agenda and Notes – January 19, 2020

The Brattleboro Selectboard is likely to add a Charter Amendment to the Town Meeting Warning that would eliminate the need for future Charter changes to approved by the state legislature.

The board will hear an update on the Water Treatment facility project, continue finalizing their FY22 budget for RTM consideration, and will continue their discussion of the Community Safety Review Committee’s recommendations. You can bring up other items not on the agenda during Public Participation.

The Brattleboro Selectboard will meet on Tuesday January 19, 2021 at 6:15pm using Zoom (with no physical location due to the ongoing social distancing requirements of COVID-19).  The attached agenda and administrative report contain information on how to access the meeting remotely, including the required “passcode.”  Information about how to connect to the meeting is also posted on the homepage of the Town’s website.  ASL interpreters will be available for deaf and hard-of-hearing community members.

This action will:  (A) acknowledge the Monthly Financial Report for FY21 through December 2020, (B) ratify the appointments of the Town Clerk, Town Attorney, and Interim Town Treasurer, (C) approve the annual contract renewal for the Town Attorney, (D) authorize the purchase of a replacement parks maintenance tractor and (E) authorize planning and design work in preparation for planned Living Memorial Park Capital Improvements, as set forth in the backup materials in the Board’s packet.

8. WATER AND SEWER COMMISSIONERS

A. Water Treatment Facility Replacement Project – Update from Town Staff and Design Engineer 

Public Works Director Steve Barrett and Project Manager Crissy Haskins  will provide an update on the Water Treatment Facility Replacement Project,  as set forth in Steve Barrett’s memorandum dated January 14, 2021. 

NO ACTION IS REQUIRED ON THIS ITEM.

The Board will give further consideration to the above listed matters and may make final decisions regarding how much funding to include for these matters in the FY22 Proposed Budget that the Selectboard will recommend for approval at Representative Town Meeting.

10. NEW BUSINESS 

A. Self-Governance Update & Proposed Charter Amendment 

Town Manager Elwell will provide an update on the statewide efforts to increase self-governance authority for municipalities. He also will ask the Selectboard to add an article to the Town Meeting Day ballot that would allow the voters of Brattleboro to adopt future Charter changes independently, without requiring approval by the State Legislature, if they simply incorporate provisions that already exist in other municipal charters in Vermont. Additional details are set forth in Town Manager Elwell’s memorandum dated January 14, 2021.

B. Town Meeting Election on March 2 & Representative Town Meeting on March 20+21 Review of Draft Warnings 

The Board is asked to review the draft warnings for the March 2 Town Meeting Day Election and for the March 20 (and 21, if necessary) Representative Town Meeting.
