Brattleboro Selectboard Meeting Agenda and Notes – March 2, 2021

The Brattleboro Selectboard will take up Community Safety Review recommendations at their next regular meeting, which happens to fall on Town Meeting day. Town staff has provided the board with a path for adopting recommendations, if they so choose.

The board will also pick up on their conversation about Cow Power, get grant money for the new train station parking lot, and some possible money for eligible households impacted by COVID. You can bring up other items not on the agenda during public participation.

The Brattleboro Selectboard will meet on Tuesday, March 2, 2021, using Zoom (with no physical location due to the ongoing social distancing requirements of COVID-19). The Board is expected to enter into executive session at 5:30pm, to discuss the appointment, employment, or evaluation of a public officer or employee. The Board will reconvene at 6:15pm for the business portion of the meeting.  The attached agenda and administrative report contain information on how to access the meeting remotely, including the required “passcode.”  Information about how to connect to the meeting is also posted on the homepage of the Town’s website.  ASL interpreters will be available for deaf and hard-of-hearing community members.

The following will summarize the proposed motions for the Selectboard meeting on Tuesday, 

March 2, 2021. The Board will meet in executive session at 5:30pm to discuss the appointment, employment, or evaluation of a public officer or employee. The Board will reconvene the business meeting at 6:15pm on Zoom (with no physical location due to the ongoing social distancing requirements of COVID-19). 

UNFINISHED BUSINESS

A. Community Safety Review Team’s Recommendations – Information from Town Staff and Recommended Next Steps

At the January 19 Selectboard meeting, the Board directed Town staff to provide additional information regarding the recommendations in the Community Safety Review Team’s final report and to offer advice regarding next steps forward in this work. The Board’s backup materials for this March 2 meeting include a memorandum dated February 25, 2021, from Town Manager Elwell and an implementation table prepared by Town Manager Elwell, Assistant Town Manager Patrick Moreland, and Acting Police Chief Mark Carignan that provides supplemental information regarding each of the 41 recommendations in the CSRT’s final report. 

POTENTIAL MOTION: TO AUTHORIZE TOWN STAFF TO MOVE FORWARD ON IMPLEMENTATION OF RECOMMENDATIONS SET FORTH IN THE COMMUNITY SAFETY REVIEW TEAM’S REPORT DATED DECEMBER 31, 2020, IN THE MANNER DESCRIBED IN THE MEMORANDUM DATED FEBRUARY 25, 2021, FROM TOWN MANAGER ELWELL AND IN THE IMPLEMENTATION TABLE THAT WAS ATTACHED TO THAT MEMORANDUM. 

B. Cow Power – Recommendation from the Energy Committee

The Board will continue its discussion of the Energy Committee’s recommendation that the Town should purchase 37% of the Town’s electricity from Green Mountain Power’s Cow Power program. Sustainability Coordinator Stephen Dotson’s memorandum dated February 22, 2021, provides additional information requested by the Board. The backup materials for this March 2 meeting also include the two documents that comprised the backup regarding this matter in the materials for the February 16 meeting: the Energy Committee’s recommendation document and Sustainability Coordinator Dotson’s background information document.

NEW BUSINESS

A. Downtown Transportation Grant for Depot Street Parking Lot – Authorize Application

The Board is asked to authorize an application for a Downtown Transportation Grant in the amount of $100,000 to help pay for the Depot Street Parking Lot project, as set forth in a memorandum dated February 22, 2021, from Assistant Town Manager Moreland.

POTENTIAL MOTION: TO AUTHORIZE THE APPLICATION FOR A DOWNTOWN TRANSPORTATION GRANT IN THE AMOUNT OF $100,000.

B. VCDP Housing Stabilization Grant – Authorize Application & Accept+Appropriate Grant

The Board is asked to adopt a resolution authorizing submission of a consortium grant application for a VCDP Implementation Grant CV in the amount of $774,646 and to adopt a resolution authorizing the Town Manager to execute the Grant Agreement with the State of Vermont and all other associated documents necessary for the performance of the grant funded activities. In a memo dated February 23, 2021, Assistant Town Manager Moreland summarizes the Housing Stabilization Program to be funded by this grant with the Windham and Windsor Housing Trust acting as the lead administrator in this project partnership. The Housing Stabilization Program will provide financial assistance and counseling to eligible households that have experienced housing-related financial hardships as a result of COVID-19.

POTENTIAL MOTION: TO ADOPT A RESOLUTION AUTHORIZING SUBMISSION OF A CONSORTIUM GRANT APPLICATION WITH MONTPELIER, VERMONT FOR A VCDP IMPLEMENTATION GRANT CV IN THE AMOUNT OF $774,646 TO SUPPORT THE WINDHAM AND WINDSOR HOUSING TRUST AND ITS PARTNER, DOWNSTREET HOUSING AND COMMUNITY DEVELOPMENT, TO PROVIDE ELIGIBLE HOUSEHOLDS THAT HAVE BEEN AFFECTED BY COVID-19 WITH HOUSING RELATED FINANCIAL COUNSELING AND EMERGENCY FINANCIAL ASSISTANT; AND TO ADOPT A RESOLUTION AUTHORIZING THE TOWN MANAGER TO EXECUTE THE GRANT AGREEMENT WITH THE STATE OF VERMONT AND ALL OTHER ASSOCIATED DOCUMENTS NECESSARY FOR THE PERFORMANCE OF THE GRANT FUNDED ACTIVITIES. 

C. Announce Committee/Board Vacancies 

The Board is asked to announce vacancies on various Town boards and committees.
