    Liz and Hilary are chatting.

    Hilary – I got the minutes together (from RTM)
    Daniel – How hot are these mics? I saw some things that were missed in some reporting this morning.
    Liz – Reformer?
    Daniel – No.
    Liz – there were things missing in the Reformer coverage. A man named John…
    Daniel – Yeah..

    (cross talk)

    Hilary – unless I transcribe word for word…

    Daniel – That was a problem Jessica had when she took over from Jan. A different style.

    Patrick – Are the hot mics being broadcast?

    Daniel I know I should be mindful of mics.

    Patrick – are these being broadcast? I might turn them off if I have the option.

    Town Manager John Potter joins virtually. Peter Case (Fish) joins from his porch, virtually. Franz Reichsman joins the others at the table.

    Town Clerk Hilary Francis calls the meeting to order. She swears in Liz, and Franz in person. Peter was sworn in this morning, she says.

    Nomination, she says, will be taken in order that they are received. Then discussion. Then vote on order in which nominees are received. Three votes means that person is chair.

    Daniel – Ian’s done a good job and thanks and I hope you do it one more year.

    Franz – I have every confidence in his ability.

    Liz – I echo those remarks. Every year is a challenging year.

    Chair of the Board – Ian Goodnow, again. 5-0

    Ian takes over. Great. Thanks for the kind words. Happy to be chair. Let’s get nominations for vice chair.

    Liz nominates Franz.

    Daniel nominates Liz. Liz declines.

    Peter calls the question.

    Vice Chair of the Board – Franz Reichsman. 5-0

    Franz – I appreciate it. It feels right.

    Ian – I look forward to working with you and have full confidence in our ability. Now, nominations for Clerk.

    Franz – I nominated Peter Case as Clerk. Peter’s claim to fame is communication skills so it is fitting he take on this role.

    Daniel – it will make sure the minutes accurate reflect what happened rather than something else, as opposed to writing an op-ed.

    Ian – he gets that.

    Clerk of the Board – Peter Case 5-0.

    Ian – we’ve elected officials. Now, public participation.

    Paul Melton – congrats to the new members and thanks to all for your service. I introduce the nonbonding resolution and passed with strong support – to develop a plan fro allocating ARPA funds before any more funds are spent. The wording… and behind my thinking. First – develop and implement – find time on the agenda about how to respond to public comments and follow through. Dedicated means I hope there will be public forums outside of selectboard meetings. ARPA funds are limited. Not everyone will get their wish, but a process to discuss it could guide future priorities. Before any more is spent means, no more spending… Transparent means the board needs to be transparent – you do a good job with that, but it needs to be qexpcility and we know what to expect and when. Equitable means having multiple meetings and different times of the day, with child care, virtual meeting options. And invite marginalized communities. Accountability means I hope the process makes clear how the needs will be heard and acted on. I hope you publish a report after the public comment. Don’t do this all by yourself. I hope you procure services to facilitate these meetings. The decisions do early community engagement, they get better results… Not just the right thing to do, but saves time and mitigates political risks.

    Ian – new and old board members.. we can speak to public comments because they aren’t earned, but thanks for that additional information. There is a lot to unpack from RTM for this board. Other public comments?
