Review and Approve Minutes of previous meeting.
On the record review of Cases/Public Hearings to be reviewed under the Brattleboro Land Use Regulations. Pursuant to 24 VSA §§ 4464(a)(1)(C) and 4471(a), participation in this local proceeding is a prerequisite to the right to take any subsequent appeal.
In October 2020, S.54, Act 164 became law. This legislation outlines how Vermont will establish retail cannabis sales. The implementation of the legislation is still very much a work in progress. The Act empowers communities to create a local cannabis control commission and for such commission to condition issuance of a local license on any zoning bylaw adopted pursuant to 24 V.S.A §4414.
The purpose of this memo is to provide information on what zoning controls are authorized under the legislation. Many details have been left to be decided on by the State Cannabis Control Board which will be formed in 2021. As currently written, the law allows the following types of zoning regulations:

The Town of Brattleboro is in the process of updating the Hazard Mitigation Plan (HMP). The purpose of the HMP is to identify hazards facing the Town and to develop strategies to reduce the risks from those hazards. Hazards such as flooding, wildfires, landslides, blizzards, straight-line winds, ice storms, and droughts have the potential for inflicting economic loss and personal hardship.
As mandated by the Disaster Mitigation Act of 2000, all municipalities must have a local Hazard Mitigation Plan in order to qualify for Federal Emergency Management Administration funding should a natural disaster occur. The Brattleboro Hazard Mitigation Committee will provide feedback required for the Plan update, including the ranking of hazards and identification of strategic, cost-effective mitigation activities that may reduce future losses.

The Town of Brattleboro, with technical assistance from consultant Dufresne Group, invites the community to join them in a discussion of the Route 9 (Exit 2 – Main Street) Bike Lane Scoping Study. The project seeks to examine the roadway for improvements to the transportation network to facilitate bicycle travel. The purpose of the meeting is to obtain comments and concerns about the existing conditions related to bicycle and pedestrian use from local residents and members of the public. Comments are also being accepted at: https://www.surveymonkey.com/r/DW8DBMD.
There is a community forum on Wednesday December 2nd at 6:30 to discuss the transformation of the Hinsdale-Brattleboro Bridge into a pedestrian-recreational area. ( Once the new bridge is built) Plans are being developed and community input is welcome. At this forum there will be: Preliminary Concept discussion, Summary of public feedback and time for questions and answers.

On Tuesday, November 24, Utilities crews will be working on Greenleaf Street between Country Hill and the lower end of Green Meadow. The road will be closed to through traffic in that area for most of the day. Please seek an alternate route.

The Brattleboro Selectboard will hold a special meeting, including two site visits, on Tuesday, November 10, 2020. The Board will convene the meeting at 12:00 noon at 28 Vernon Street and then move to 12 Left Bank Way. The Board will recess the meeting after the site visits and reconvene the business portion of the meeting at 6:15pm using Zoom (with no physical location due to the ongoing social distancing requirements of COVID-19). The attached agenda contains information about how to access the meeting remotely, including the required “passcode.” Information about how to connect to the meeting is also posted on the homepage of the Town’s website. ASL interpreters will be available at the business portion of the meeting at 6:15pm for deaf and hard-of-hearing community members.

2020-133 Water Department, Town of Brattleboro.; Rural District; request for Site Plan, Riparian Area and Flood Hazard Conditional Use and Local Act 250 Approval to demolish the existing WTF and construct a new WTF building
Tuesday’s special meeting of the Brattleboro Selectboard was mostly about money, but also a bit about scheduling. These was also a good summary of how the sustainability coordinator position has evolved in year one.
On Wednesday, October 28, Utilities crews will be working at the intersection of High ST and Green ST. There will be restricted two lane traffic on High ST and there will be no parking at the metered spaces on High ST beginning at 6:00am. Vehicles parked in these spaces after 6:00am may be towed. Green ST will be closed between Retting PL and High ST on Wednesday and will reopen Thursday morning.
Water service will be shut down on Wednesday night from 10:00 pm until at least 7:00am.
