V. NEW BUSINESS

A. Pupil Weighting Study – Resolution – A coalition of school boards from around Vermont have joined to promote the implementation of the recommendations from the Vermont Pupil Weighting Factors Report required by the legislature.

The WSESU Board has been asked to consider the following:

“Be it resolved, the WSESU hereby joins with other Vermont school boards to advocate to the Vermont legislature for the adoption of the recommendations of the Vermont Pupil Weighting Factors Report (Act 173 of 218 §11).”

II. Minutes of November 23, 2020 approved.

III. Warrants approved as presented.

IV. Administrative Report- Retirement- Fran Swanson, SLP. Approved.

Positive COVID at BUHS reported; worked with DOH to trace and contact. Communication and information distribution was discussed.

V. Unfinished Business-

A. FY22 Budget Planning- Frank presented documents and information around Special Ed.

David asked that the SU budget go to the districts boards before they are finally voted by the SU board. Chairs and Communication Council will advertise the Dec 10 meeting to hear about SU budget. WSESD Board will see the budget on Dec. 16. Vote will be on

Dec. 21 at 6PM.

Special Ed budget- 76% salary and benefits ($10.8m); Health insurance is 15% ($2.2m). 24% outside placements and transportation ($3.4m) Frank agreed to create a chart of these numbers over 3 to 4 years. $480k increase in tuitions is driving the increase. Most schools are level-funded for FY22.

Shelley explained the Ratios and Projections document showing student numbers by school over 4 years and explained the purposes of staffing changes.

Frank shared the Allocation Methods for Assessments document, outlining the points of reference and variables that lead to the organization of data.

Members will email questions to Kerry and she will forward them to Frank.

B. Policy Review- Second reading of D16, F37, F38.

VI. New Business- Pupil Weighting Coalition Resolution- David presented the resolution endorsed by the WSESD Board on Dec. 2. Kerry will put it on the Dec. 10 agenda for discussion and vote.

Executive Session- 1VSA 313.3 Evaluation of Public Officer moved to enter at 8:09PM.
