DRAFT MINUTES

Members attending: Deborah Stanford (DST, Chair), Tim Maciel (TM, Clerk), Liz Adams (LA, via Zoom).
Guests attending: Barbara Nowakowski (BN), Paul Smith (PS), Mark Speno (MS)
Zoom: David Schoales (DS), Rikki Risatti (RR), Anne Beekman (AB)
DST convened the meeting at 3:01 pm.
Minutes of 10.17.22 meeting approved.
D7: Volunteers and Work Study Students, E8: Tobacco Prohibition and F39: Students Experiencing Temporary Housing. All have been submitted to the Board for reading period.
DST clarified issue regarding OML and emails. Email discussions with a quorum of the Committee (two or more members) are not allowed. However, notifications including scheduling and distribution of information are allowed.

Policy Review
D7: Volunteers and Work Study
After a fourth reading and numerous amendments based on comments from the public and the administration, this policy is finally ready for Board approval.
MS noted that Putney Central School and Dummerston School are already working with Sheriff’s department on scheduling background checks.
Committee agreed that D7 is ready for consideration and adoption by the Board.

E8: Tobacco/Nicotine Prohibition
RR noted a concern about students and staff getting a hard time for using nicotine products such as patches. Also asked if minors can get nicotine patches. AB noted that tobacco and nicotine products such as patches are not allowed in VT to anyone under 21 years of age.
Committee agreed that E8 is ready for consideration and adoption by the Board.

F39: Students in Temporary Housing Insecurity

Committee agreed that F39 is ready for consideration and adoption by the Board.

F35: School Animal Policy
DST asked to amend the agenda to discuss F35 upon a request from RR. Discussion of animal waste stations. Are there enough? DST noted an exception in the policy for service dogs.
F35 tabled until next meeting.

H7: Leadership Councils.
MS/BN will conduct orientations for LC chairs and clerks on 11.02 and 11.07
Discussion of changes to H7 suggested by LA and TM as well as a discussion of changes proposed by Ruby McAdoo in an attachment to the P&A Committee sent on 10.06.
BN will amend the policy to reflect changes/additions to H7.
H7 put on hold until next P&A meeting.
F10: Reporting Suspected Child Abuse and Neglect.

LA proposed a number of changes regarding the reporting protocols in the policy and emphasized the need in the policy to allow multiple reporting options, particularly if the alleged violator is a high level administrator.
Further discussion of need to support/protect staff who must report.
TM asked if there was a need for a separate policy for students who need to report a sexual abuse violation. MS argued against saying that Act 1 (Erin’s Law) training for students is adequate.
F10 put on hold until next meeting.
