Brattleboro Selectboard Agenda and Notes – November 20, 2018

It’s the return of the 1% Local Option Sales Tax (LOST) at the next Brattleboro Selectboard meeting. The board will try once again to convince residents and businesses to add a 1% sales tax to purchases in the ‘boro, despite competition from online shopping and nearby states.

The Downtown Brattleboro Alliance will give their semi-annual report and present a budget for the coming year, a private drive will be named, finances reviewed, and the board will discuss housing, and economic & community development.

You can bring up other items not on the agenda, or a side dish, by attending the meeting at the Municipal Center on Tuesday.

The Brattleboro Selectboard will meet on Tuesday, November 20, 2018 in the Selectboard Meeting Room at the Municipal Center.  It is anticipated that the Board will enter into executive session at 5:45pm to discuss contracts, labor relations agreements with employees, the negotiation of a real estate purchase or lease, and the appointment or evaluation of a public officer or employee.  The Board will reconvene the regular business meeting at 6:15pm.  ASL interpreters will be available for deaf and hard-of-hearing community members.

The following will summarize the proposed motions for the Selectboard meeting on Tuesday, November 20, 2018. The Board will meet in executive session at 5:45pm to discuss contracts, labor relations agreements with employees, the negotiation of a real estate purchase or lease, and the appointment or evaluation of a public officer or employee. The Board will reconvene the business meeting at 6:15pm in the Selectboard Meeting Room.

10. NEW BUSINESS 

A. Financial Report – Monthly Report, October Finance Director John O’ Connor will present the monthly financial report for October. 

NO ACTION IS REQUIRED ON THIS ITEM. 

B. Downtown Brattleboro Alliance (DBA) – Annual Work Plan, Budget, and Town Meeting Article Members from the Downtown Brattleboro Alliance (DBA) will be present to discuss the DBA’s accomplishments and finances for the past year and the DBA’s proposed FY20 Budget and Annual Work Plan. By the end of January, the Selectboard will need to take action on the FY20 items and on the related article for Representative Town Meeting. The Town Meeting warning article is not being presented at this meeting. 

POTENTIAL MOTION: TBD 

C. FY20 Proposed Budget (i) Capital Equipment (ii) Capital Projects (iii) One Percent Local Option Sales Tax Town Manager Elwell will present the FY20 Capital Equipment and Capital Project funding recommendations from Town staff and the related 25-year plan for equipment replacement and 5-year plan for projects. The Selectboard will discuss those capital funding matters and also will have a preliminary discussion regarding the possibility of enacting a 1% local option sales tax.

D. Name Private Drive – Barred Owl Lane, Off Bonnyvale Road The Board is asked to approve the name of Barred Owl Lane for a private drive off of Bonnyvale Road in compliance with the State of Vermont’s E911 requirements, as set forth in a memorandum dated November 6, 2018, from E911 Coordinator Rita Johnson. 

POTENTIAL MOTION: TO APPROVE THE NAME OF BARRED OWL LANE FOR A PRIVATE DRIVE OFF OF BONNYVALE ROAD, AS PRESENTED. 

E. Review Selectboard Goal – Seek ways for the Town to support and extend the work being done by other community organizations to address areas of need in Brattleboro including housing and economic and community development Board Member Dave Schoales asked the Board to continue its consideration of actions in furtherance of the above referenced Selectboard goal, specifically as it relates to addressing housing needs in Brattleboro. An email dated November 14, 2018, from Board Member Schoales is included in the Selectboard’s notebooks for this meeting.
