Brattleboro Selectboard Meeting Agenda and Notes – November 3, 2020

The Brattleboro Selectboard will hold a limited regular meeting on Election Night. They’ll issue a statement in support of American democracy, consider and reject a request to relax mask-wearing rules in local businesses, hear an overview of the FY22 budget, and set a schedule to discuss it in detail. You can bring up other items not on the agenda during public participation.

The Brattleboro Selectboard will meet on Tuesday, November 3, 2020, at 6:15pm using Zoom (with no physical location due to the ongoing social distancing requirements of COVID-19).   The attached agenda and administrative report contain information about how to access the meeting remotely, including the required “passcode.”  Information about how to connect to the meeting is also posted on the homepage of the Town’s website.  ASL interpreters will be available for deaf and hard-of-hearing community members.

10. NEW BUSINESS 

A. Statement in Support of American Democracy 

At the October 27 special Selectboard meeting, several members of the public asked the Board to issue a statement in support of American democracy related to the national elections taking place on November 3. Included in the Board’s back-up materials is a draft statement prepared by Town Manager Elwell. 

POTENTIAL MOTION: TO APPROVE THE SELECTBOARD’S STATEMENT IN SUPPORT OF AMERICAN DEMOCRACY, AS PRESENTED [OR AMENDED]. 

B. Request to Amend the Selectboard’s COVID-19 Emergency Order that Requires the Wearing of Face Coverings 

The Board received a letter dated October 19, 2020, from Attorney Alexander Shriver, asking on behalf of Planet Fitness for the Board to amend its Emergency Order that requires face coverings to be worn inside Brattleboro businesses. Planet Fitness requests that the Selectboard amend the order to allow “some limited mask-less time for strenuous activities only.” In a memorandum dated October 29, 2020, Town Manager Elwell recommends the Selectboard not approve the requested amendment.

C. FY22 Proposed Budget (i) Town Manager’s Overview (ii) Confirm Schedule of Meetings 

Town Manager Elwell will provide an overview of Town staff’s proposed FY22 budget and will ask the Board to confirm the schedule of meetings in November and December at which each of the Town’s department heads will present their department’s budget in detail. The Board’s backup materials include a memorandum dated October 28, 2020, from Town Manager Elwell regarding the schedule of meetings. The proposed budget and related documents will be distributed on Tuesday, November 3.
