Brattleboro Selectboard Agenda and Notes – March 16, 2021

Playground equipment, cemetery maintenance, and Representative Town meeting loose ends will be on the agenda for the next regular meeting for the Brattleboro Selectboard.

The board will also buy an insertion valve, hear updates on recent projects at the Windham Regional Commission, and appoint a new health officer, WRC delegates, and committee members.  You can bring up other itemes not on the agenda during public participation.

The Brattleboro Selectboard will meet on Tuesday, March 16, 2021, using Zoom (with no physical location due to the ongoing social distancing requirements of COVID-19). The Board is expected to enter into executive session at 5:30pm, to discuss the appointment, employment, or evaluation of a public officer or employee and the negotiation of a real estate purchase or lease. The Board will reconvene at 6:15pm for the business portion of the meeting.  The attached agenda and administrative report contain information on how to access the meeting remotely, including the required “passcode.”  Information about how to connect to the meeting is also posted on the homepage of the Town’s website.  ASL interpreters will be available for deaf and hard-of-hearing community members.

7. HEALTH COMMISSIONERS 

A. Recommendation for Appointment of Charles Keir III as Health Officer 

Brattleboro’s Assistant Fire Chief also serves as our Town Health Officer. Therefore, 

as Len Howard becomes Chief and Chuck Keir becomes Assistant Chief (both effective on April 1), it also is necessary for Howard to resign as Health Officer and for Keir  to be officially appointed to that position. The documents to formally accomplish this transition are included in the backup materials for this meeting. Since the appointment is officially made by the State of Vermont, the Selectboard is asked to adopt a motion recommending that the State appoint Charles Keir III as Brattleboro’s Health Officer. 

POTENTIAL MOTION: TO RECOMMEND THE APPOINTMENT OF CHARLES KEIR III AS THE HEALTH OFFICER FOR THE TOWN OF BRATTLEBORO.

8. WATER AND SEWER COMMISSIONERS 

A. Insertion Valve Installation – Bid Award 

The Board is asked to award a bid for the installation of an insertion valve that is needed in the area of Melrose Street. As set forth in the memorandum dated March 5, 2021, from Highway/Utilities Superintendent Dan Tyler, staff recommends that this bid be awarded to Underground Testing & Services, LLC, in the amount of $26,500. 

POTENTIAL MOTION: TO AWARD A BID TO UNDERGROUND TESTING & SERVICES, LLC, IN THE AMOUNT OF $26,500 TO INSTALL AN INSERTION VALVE. 

9. NEW BUSINESS 

A. Financial Report – FY21 Through February 

Town Manager Elwell will present the financial report for the first 8 months of FY21. 

NO ACTION IS REQUIRED ON THIS ITEM. 

B. Windham Regional Commission – (i) Brattleboro Commissioners’ Annual Report to Selectboard  (ii) Appointment of Brattleboro’s Commissioners for 2021-2022 

Planning Director Sue Fillion and Planning Commissioner Tom Mosakowski will report on the various projects they have been working on as Brattleboro’s representatives on the Windham Regional Commission. The Board is asked to accept their report and to reappoint them as Brattleboro’s Commissioners on the Windham Regional Commission. 

POTENTIAL MOTION: TO ACCEPT THE ANNUAL REPORT FROM BRATTLEBORO’S WINDHAM REGIONAL COMMISSION MEMBERS AND TO REAPPOINT TOM MOSAKOWSKI AND SUE FILLION AS BRATTLEBORO’S COMMISSIONERS FOR 2021-2022. 

C. Cemetery Maintenance – Annual Bid Award 

The Board is asked to award the bid for seasonal cemetery maintenance services for the Prospect Hill and Morningside Cemeteries. As set forth in the memorandum dated March 3, 2021, from Recreation and Parks Director Carol Lolatte, staff recommends that this bid be awarded to Independent Landscape & Property Management in the amount of $15,800. 

POTENTIAL MOTION: TO AWARD THE BID FOR CEMETERY MAINTENANCE SERVICES TO INDEPENDENT LANDSCAPE & PROPERTY MANAGEMENT IN THE AMOUNT OF $15,800. 

D. Playground Upgrades – Authorization to Purchase Equipment for Pine Street Park & South Main Street Park 

The Board is asked to authorize the purchase of playground equipment for South Main Street Park in the amount of $33,550 and for Pine Street Park in the amount of $21,350. As set forth in the memorandum dated March 9, 2021, from Recreation and Parks Director Carol Lolatte, this project is being funded by a $74,700 donation from the Vermont Community Foundation’s Withington Fund. The total of the proposed purchases is $54,900 and the remaining $19,800 will pay for related site work at both locations. 

POTENTIAL MOTION: TO AUTHORIZE THE PURCHASE OF PLAYGROUND EQUIPMENT FOR SOUTH MAIN STREET PARK IN THE AMOUNT OF $33,550  AND FOR PINE STREET PARK IN THE AMOUNT OF $21,350.

E. Representative Town Meeting on March 20, 2021, at 8:30am on Zoom – Assignment of Motions on Articles 

The Board is asked to assign motions for the articles to be considered at the upcoming Representative Town Meeting. 

NO MOTION IS REQUIRED ON THIS ITEM. 

F. Schedule Annual Organizational Meeting Monday, March 22, 2021, at 5:30pm on Zoom 

The Board is asked to announce that the organizational meeting for the 2021-2022 Selectboard will take place on Monday, March 22, 2021, at 5:30pm on Zoom.
