Brattleboro Selectboard Agenda & Notes – November 23, 2021

The Brattleboro Selectboard will meet on Tuesday, November 23, 2021, at 6:15pm over Zoom. The Municipal Center (230 Main Street) will be open to the public with limited seating spaced six feet apart and face coverings will be required. The public is encouraged to participate in the meeting over Zoom. The attached agenda contains information on how to access the meeting remotely, including the required “passcode.”  ASL interpreters will be available for deaf and hard-of-hearing community members.

The following will summarize the proposed motions for the Selectboard meeting on Tuesday,
November 23, 2021, beginning at 6:15pm. The Selectboard members and Town staff will participate
in this meeting on Zoom and the public is strongly encouraged to attend and participate on Zoom.

7. UNFINISHED BUSINESS


A. Selectboard Meeting Locations and Procedures

The Selectboard will discuss the current arrangement in which everyone is connected via Zoom, the Selectboard and Town Manager are physically located at the Central Fire Station (with BCTV), and the Assistant Town Manager and the inperson public are physically located at the Selectboard Meeting Room in the Municipal Center (also with BCTV). The Selectboard will decide whether to continue meeting in this way or whether to direct different location(s) and procedure(s) for future meetings.

B. Potential Consideration of a Local Rule
Requiring Face Coverings in Indoor Public Spaces
In a memorandum dated November 18, 2021, Town Manager Elwell summarizes three prior Selectboard resolutions regarding the wearing of face coverings. The resolutions are included in the November 23, 2021, backup materials. At this time, because there is no current COVID19 State of Emergency in Vermont, the Town needs State approval before enacting any additional face covering requirements in Brattleboro. In a special session on Monday, November 22, 2021, the State Legislature will be considering legislation that would authorize municipalities to enact local rules requiring face coverings in indoor public spaces. To be ready for the possibility that State action on Monday and/or Tuesday would enable Selectboard action on Tuesday evening, this matter is being warned on this agenda so that it can be discussed and  possibly acted upon at the discretion of the Board.

8. LIQUOR COMMISSIONERS


A. High Thai First Class Liquor License

High Thai (formally Thai Bamboo) located at 7 High Street is seeking a First Class Liquor License. The application has been reviewed and approved by the Brattleboro Police and Fire Departments. There are no outstanding taxes or fees owed to the Town. Staff recommends approval. Mr. Adam Drone will be present at the Selectboard meeting to address any questions the Board might have.

POTENTIAL MOTION: TO APPROVE A FIRST CLASS LIQUOR LICENSE FOR  
HIGH THAI LOCATED AT 7 HIGH STREET.

9. NEW BUSINESS


A. FY23 Proposed Budget
(i) Fire Department

(ii) Police Department


Fire Chief Leonard Howard will present the Fire Department’s FY23 proposed budget.
Police Chief Norma Hardy will present the Police Departments FY23 proposed budget, with particular focus upon a proposed new Civilian Evidence Technician position.

NO ACTION IS REQUIRED ON THIS ITEM.
