Brattleboro Selectboard Meeting Agenda and Notes – December 6, 2022

The Brattleboro Selectboard will continue their journey through the FY24 budget planning season at their next regular meeting. In this installment, they will hear from the DPW, Assessors, and Rec & Parks departments with a special mention of the Living Memorial Park project financing.

The board will approve the contract with new Town Manager John Potter and will discuss ARPA funds, Fossil Free Facility Funds, and more. You can bring up other items not on the agenda during public participation. Another reminder: you can run for office to become a member of the Selectboard. Contact the Town Clerk for details.

The Brattleboro Selectboard will meet on Tuesday, December 6, 2022 at 6:15pm in the Selectboard Meeting Room at the Brattleboro Municipal Center at 230 Main Street. The public may also participate in the meeting over Zoom. 7. CONSENT AGENDA

A. Better Roads Grant – Authorize $79,289.86 Application

B. Downtown Brattleboro Alliance Budget – Annual Workplan & Budget

C. Vermont Community Development Program $50,000 Grant, Accept and Appropriate -Winston Prouty Water/Sewer Capacity Project

The Selectboard is asked to approve the application of the FY24 Vermont Better Roads Grant from the Vermont Agency of Transportation. Public Works will focus on the class 3 portion of Stark Road to focus on for this grant. The proposed work includes implementing best management practices for stormwater control to the existing ditches, roadside/streambank erosion repair and repairs to the retaining wall. The total for this project is $105,235, $79,289.86 of which will be funded from the grant with a $26,945.14 match. In past grant cycles DPW crews have performed upgrades and the match has been made in-kind. It is DPW’s intention to implement this grant in the same way.

The Downtown Brattleboro Alliance presented their workplan and budget at the November 15, 2022 Selectboard meeting. The DBA has provided additional materials as is required to satisfy the ordinance, including a budget comparison. The Board is asked to approve the placement of an item on the warning for the 2023 Representative Town Meeting to authorize the collection of an assessment on properties in the Downtown District in the total amount of $80,000.

In a memorandum dated December 1, 2022, Interim Town Manager Patrick Moreland discusses the background behind the Winston Prouty Sewer Capacity Project, which came about when the Winston Prouty Center for Child and Family Development and their neighbor Delta Vermont partnered to evaluate the feasibility of situating an unknown but potentially significant number of new housing units on the Winston Prouty/Delta campus.

Moreland also discusses the Town’s role in this proposed grant agreement. The Board is asked to adopt the Grant Agreement Resolution and to accept and appropriate the sum of $50,000 from the Vermont Community Development Program for the Winston Prouty Sewer Capacity and the authorize the Interim Town Manager to execute the Grant Agreement with the State of Vermont, and all other associated documents necessary for the performance of the grant funded activities.

8. NEW BUSINESS

A. Town Manager Contract – Approve Employment Agreement

The Selectboard is asked to approve the employment agreement for the Town Manager position between the Town of Brattleboro and John Potter.

POSSIBLE MOTION: TO APPROVE THE EMPLOYMENT AGREEMENT FOR THE TOWN MANAGER POSITION BETWEEN THE TOWN OF BRATTLEBORO AND JOHN POTTER.

B. SEVT Presentation/Board Nomination

In a memorandum dated November 22, 2022 Planning Director Sue Fillion discusses her nomination to the Southeastern Vermont Transit Board. The Selectboard is asked to approve the nomination of Sue Fillion as a Southeastern Vermont Transit Board member representing Brattleboro. Randy Schoonmaker, the CEO of SEVT, will be in the meeting to discuss this appointment as well as to answer any other questions the Board might have regarding bus service in Brattleboro.

POSSIBLE MOTION: TO APPROVE THE NOMINATION OF SUE FILLION AS A SOUTHEASTERN VERMONT TRANSIT BOARD MEMBER REPRESENTING BRATTLEBORO.

C. FY24 General Fund Budget –

Representatives from DPW, Recreation and Parks and the Assessor’s Office will be in the

meeting to discuss their FY24 Proposed Budget.

POSSIBLE MOTION: NO ACTION IS REQUIRED ON THIS ITEM.

D. Fossil Free Facility Fund – Update Program

In a memorandum dated November 29, 2022 Sustainability Coordinator, Stephen Dotson discusses the uses of the Fossil Free Facility Fund and suggests changes to the administration of the Fund. The Board is asked to consider allowing the use of funds for projects that would result in the elimination and/or replacement of any chemicals (such as refrigerants) that possess a significant global warning potential (GWP), allow the Town Manager to approve expenditures from the Fund that remain under $10,000 and change the name of the Fund to the Global Warning Solutions Fund.

POSSIBLE MOTION: ALLOW THE USE OF FUNDS FOR PROJECTS THAT WOULD RESULT IN THE ELIMINATION AND/OR REPLACEMENT OF ANY CHEMICALS THAT POSSESS A SIGNIFICANT GLOBAL WARNING POTENTIAL, ALLOW THE TOWN MANAGER TO APPROVE EXPENDITURES FROM THE FUND THAT REMAIN UNDER $10,000 AND CHANGE THE NAME OF THE FUND TO THE GLOBAL WARNING SOLUTIONS FUND.

E. ARPA Discussion

The Board will discuss various elements of the American Rescue Plan Act funds that the Town is entitled to.
