The Brattleboro Selectboard will meet on Tuesday, December 13, 2022 at 6:15pm in the Selectboard Meeting Room at the Brattleboro Municipal Center at 230 Main Street. The public may also participate in the meeting over Zoom. A. EMS Update


In a memorandum dated December 5, 2022, Assistant Fire Chief Charles Keir provides an update on EMS Service for the month of November.

B. FY24 Budget

Planning Director Sue Fillion and Police Chief Norma Hardy will be present in the Selectboard meeting to discuss their department budgets and to answer any questions the Board or the public might have. The Selectboard is asked to consider these budgets.

C. FY23 Vehicle Purchase Police

In a memorandum dated December 7, 2022 Police Chief Norma Hardy discusses the bid process for the FY23 vehicle replacement. The Police Department utilized the State of Vermont contract with McGee Ford of Montpelier for the purchase of a 2023 Ford Interceptor Utility for $36,610 with required features and a 2022 Chevrolet Silverado with necessary accessories for $44,763 from AutoMall in Brattleboro, Vermont. Vehicle upfit will be bid out separately, a total of $40,627 remains available for upfit and the bid results will be brought to the Selectboard at a future meeting. The department is eager to place the order for the two vehicles, given the likelihood of supply chain issues that could leave to delays,

POTENTIAL MOTION: TO APPROVE THE PURCHASE OF A 2023 FORD INTERCEPTOR FROM MCGEE FORD OF MONTPELIER, VERMONT IN THE AMOUNT OF $36,610 AND A 2022 CHEVROLET SILVERADO FROM AUTOMALL OF BRATTLEBORO, VERMONT FOR $44,763, FOR A COMBINED COST OF $81,373.

D. Brattleboro Resource Assistance Team (BRAT) PILOT Police

In a memorandum dated December 7, 2022 Police Chief Norma Hardy discusses BRAT (Brattleboro Resource Assistance Team), a police program designed to address understaffing in the Police Department by employing nonsworn, unarmed individuals who can perform a variety of field and administrative work in support of basic police operations while addressing community safety concerns. Hardy is asking for authorization to temporary keep Police Vehicle P2 (Ford Taurus) so that it may be utilized by the program. Allowing nonsworn, unarmed individuals to operate a marked police vehicle is unsafe and against the law and so this vehicle will not have any police markings or lights. Keeping this vehicle will greatly help the Department evaluate this pilot program.

E. Scenario Based Simulator Police

In a memorandum dated December 4, 2022 Police Chief Norma Hardy discusses the Police Department’s reasons behind a pending purchase of a scenariobased simulation machine. This machine will help the department maintain up to date training in firearms, use of force, deescalation techniques, to mental health emergencies and many other scenarios. It will also help the Department with its efforts related to community policing and transparency. The Police Department intends to use the 2022 JAG Grant to acquire this technology.
