Brattleboro Selectboard Special Meeting Agenda January 10, 2023

The Brattleboro Selectboard will hold a special meeting on Tuesday, January 10, 2023 at 5:15pm and is expected to enter immediately into executive session to discuss contracts and labor relations agreements with employees. The Selectboard will reconvene the business part of the meeting at 6:15pm in the Selectboard Meeting Room at the Brattleboro Municipal Center at 230 Main Street. The public may also participate in the meeting over Zoom. The attached agenda contains information on how to access the meeting remotely, including the required “passcode.”  ASL interpreters will be available for deaf and hard-of-hearing community members.

7. NEW BUSINESS

A. Emergency Housing Discussion

It is anticipated that the Board will hold a discussion about emergency housing in Brattleboro.

POTENTIAL MOTION: NO MOTION REQUIRED ON THIS ITEM.

B. Townwide Reappraisal Authorize Article for RTM Warning

In a memorandum dated January 10, 2023 Town Assessor Jenepher Burnell requests that the
Board approve an article on the Warning for Representative Town Meeting asking RTM
members to approve a Town Wide Reappraisal. The Office of Assessment strongly encourages

the Selectboard to take this action because a state mandate for a townwide reappraisal is
anticipated next year. Given the large number of Vermont municipalities that are already being
mandated, it would be beneficial for Brattleboro to secure a qualified firm, certified to reappraise
in Vermont, as soon as possible.

POTENTIAL MOTION: APPROVE AN ARTICLE ON THE WARNING FOR
REPRESENTATIVE TOWN MEETING ASKING RTM MEMBERS TO APPROVE A
TOWNWIDE REAPPRAISAL TO COMMENCE 2024 AND COMPLETE 2027 FOR THE
20272028 TAX YEAR.

C. Town Website Project Update

Communications Coordinator Seth Thomas will give an update on the Town Website
Project. Included in the Board’s backup materials is a PowerPoint presentation that
discusses various aspects of this project. The Board is asked to approve the .gov domain
name for the Town’s website.

POTENTIAL MOTION: TO APPROVE THE .GOV DOMAIN NAME FOR THE TOWN OF
BRATTLEBORO WEBSITE.

D. Living Memorial Park Capital Project Recreation & Parks

(i) Scope

(ii) Budget

(iii) Financing Options

The Selectboard will further discuss the scope of the the proposed improvements to Living
Memorial Park, along with any budgetary impacts and financing options. Included in the
Board’s backup materials are a PowerPoint Presentation that explores aspects of the
project, several financial documents including budgets and financing details and a memo
from Energy Coordinator Stephen Dotson exploring the benefits of moving to a natural
refrigerant system.

E. Announce Committee Vacancies

The Board is asked to announce various vacancies to Town Boards and Committees.
