Brattleboro Selectboard Special Meeting Agenda & Notes

The Brattleboro Selectboard will hold a special meeting on Tuesday, January 17, 2023 at 5:30pm and is expected to enter immediately into executive session to discuss contracts and labor relations agreements with employees. The Selectboard will reconvene the business part of the meeting at 6:15pm in the Selectboard Meeting Room at the Brattleboro Municipal Center at 230 Main Street. The public may also participate in the meeting over Zoom. The attached agenda contains information on how to access the meeting remotely, including the required “passcode.”  ASL interpreters will be available for deaf and hard-of-hearing community members.

A. Williams Street Retaining Wall Grant Authorize Application

B. Brattleboro Luv Crawl Approve Special Permit

In a memorandum dated January 12, 2023 Planning Director Sue Fillion requests authorization to apply for a Hazard Mitigation Grant (HMG) for the Williams Street Retaining Wall replacement. The HMG award could pay for up to 90% of the project cost. The primary project objective is to replace the retaining wall along the western edge of Williams Street to the southwest of the Vermont Country Deli. The project will protect the roadway and the sewer and water lines under the roadway and prevent additional sediment from entering the Whetstone Brook.


In a memorandum dated January 13, 2023 Town Clerk Hilary Francis describes the Brattleboro Luv Crawl, an event headed by Erin Scaggs and the Downtown Brattleboro Alliance. This event, which takes place on Thursday, February 9, 2023 from 5:00pm to 10:00pm pairs Vermont brewers and distillers with area merchants who have agreed to keep their doors open for this event. The event will involve tastings and the sale of liquor. All alcohol dispensing will be set up in compliance with the Vermont Department of Liquor and Lottery. Applications have been reviewed and approved by the Brattleboro Police and Fire Departments. All liquor control laws and regulations that apply to first and second class licenses will also apply to holders of the Special Event Permits.

A. Approve FY24 General Fund Budget

The Board is asked to approve the FY24 General Fund Budget.

B. 2023 Representative Town Meeting

(i) Review Warning

The Board is asked to review the draft warnings for the March 7 Town Meeting Day Election and for the March 25 (and 26, if necessary) Representative Town Meeting.

(ii) Discuss Format

In a memorandum dated January 18, 2023 Town Clerk Hilary Francis discusses safety measures being taken as we plan for the March 25, 2023 Town Meeting.

    Just a heads up that the first paragraph of the Jan. 20 announcement says meeting will be on Jan. 17 – it’s Jan. 24, as stated in the body.

    This meeting was warned on Friday, but the wrong date was left in the language of the warning and so the Town is re-warn this meeting with the corrected date in the warning. The Agenda, Administrative Report and backup materials are identical to what was put out on Friday.
