Brattleboro Selectboard Agenda and Notes – January 2, 2024

The Brattleboro Selectboard kicks off the new year with another error. The paving project was under-estimated by 3211 tons of asphalt. Oops, and $32,000.

The Fire Department will read their monthly report – for November of last year, the board will revisit their retreat and goal-setting, and the Town Manager will request a transfer of over $2 million to the Revolving Loan Fund.  You can attempt to bring up other items not on the agenda during public participation if the Chair deems you worthy.

The Brattleboro Selectboard will meet on Tuesday, January 2, 2024 at 6:15pm in the Selectboard Meeting Room at the Brattleboro Municipal Center (230 Main Street, Room 212). Prior to the regular meeting, at 5:15pm, the Board will convene and is expected to immediately enter into executive session to discuss contracts, arbitration or mediation, security measures, and the evaluation of an employee. Invited into the executive session are Town Manager John Potter and Assistant Town Manager Patrick Moreland. No action will be taken in executive session. The public may also participate in the meeting over Zoom. The attached agenda contains information on how to access the meeting remotely, including the required “passcode.”  ASL interpreters will be available for deaf and hard-of-hearing community members.

7. CONSENT AGENDA (6:30 PM)

A. Air Compressor Replacement – Ratify Emergency Replacement at $25,000

B. 2023 Paving Project – Ratify Final Cost of $222,727.32

In a memorandum dated December 26, 2023 Fire Chief Leonard Howard requests that the Selectboard ratify the Town Manager’s decision to purchase an air compressor for the Brattleboro Fire Department. An approved air compressor is required to filter the appropriate air quality to meet the National Fire Protection Association’s standards for the Fire Department’s self-contained breathing apparatus units that are used when entering hazardous situations. The current compressor is 36 years old and a service technician recently told the Fire Department that their compressor is at the end of its life. After extensive research, Chief Howard recommends purchasing the 2010 Bauer compressor from Fire Tech and Safety of New England for $25,000. By approving the Consent Agenda, the Board will ratify the Town Manager’s decision to purchase an air compressor for the Brattleboro Fire Department, in the amount of $25,000, from Fire Tech and Safety of New England.

In a memorandum dated December 26, 2023 DPW Director Dan Tyler explains that the asphalt purchase for the the Flat Street, Frost Street, Elm Street, and Lynde Place paving project was underestimated. An additional 321 tons of asphalt was necessary to make the desired improvements. This resulted in a project cost change to $222,727.32, from the approved $189,915.00. There are sufficient funds in the Capital Roads Capital Account to cover the additional cost. By approving the Consent Agenda, the Board will approve the Capital expense of $222,727.32 to Eurovia Atlantic Coast LLC dba Northeast Paving, of Northfield, MA, for paving on Flat Street, Frost Street, Elm Street, and Lynde Place.

8. NEW BUSINESS (6:35 PM)

A. Fire Department Monthly Report – for November 2023 (6:35 PM)

Fire Chief Leonard Howard presents the Fire Department’s monthly report for November. The report discusses fire suppression and EMS data, including a breakdown of what has been billed for EMS for FY2023/24 and current EMS revenue.

POTENTIAL MOTION: TO ACCEPT THE FIRE DEPARTMENT’S MONTHLY REPORT, AS PRESENTED.

B. Selectboard 2023-24 Goals Update (6:50 PM)

In a memorandum dated December 27, 2023 Town Manager John Potter and Assistant Town Manager Patrick Moreland provide an update on the Selectboard Goals that were established during the Selectboard Retreat on June 3, 2023 and adopted on July 11, 2023.

POTENTIAL MOTION: NO MOTION REQUIRED FOR THIS ITEM.

C. Urban Development Action Grant Program – Transfer of Funds to Revolving Loan Fund (7:10 PM)

In a memorandum dated December 26, 2023 Town Manager John Potter discusses the Urban Development Action Grant (UDAG) Program, the Town’s Revolving Loan Fund (RLF), and the Town’s reasons for requesting this transfer, including the fact that many of the housing recommendations that came from the Housing Action Plan, and have been discussed as potential ARPA (American Rescue Plan Act) projects, could instead be put directly into action by positioning the UDAG funds in the RLF.

POTENTIAL MOTION: TO AUTHORIZE THE TOWN MANAGER TO TRANSFER THE UDAG LOAN PROCEEDS, VALUED ON DECEMBER 1, 2023, AT $2,320,912, INTO THE TOWN’S REVOLVING LOAN FUND.
