Brattleboro Selectboard Agenda and Notes – April 16, 2024

Th Brattleboro Selectboard has a low impact agenda planned for the next regular meeting. One of the two big issues will be approving a letter regarding their opinion of relicensing the Vernon Dam.

The other issue is, heh heh,  who will pick up the trash? The board only got one bid, from current provider Casella.  Assistant Town Manager Patrick Moreland will suggest they punt this one down the road and gather input from the community before making any decisions.

You can bring up other items not on the agenda (as long as you are respectful) during Public Participation.

The Brattleboro Selectboard will hold their regular meeting on Tuesday, April 16, 2024 at 6:15pm in the Selectboard Meeting Room at the Brattleboro Municipal Center (230 Main Street, Room 212) and over Zoom. In a memorandum dated April 5, 2024 DPW Director Dan Tyler asks the Board to approve the award for the 2024 Line Striping contract to K5 Corporation of Rockland, MA for a total of $16,474.68. There are approximately 25,000 feet of centerline and 132,500 feet of edgeline in need of line striping. There were three bids for this project and K5 Corporation’s bid was lowest. By approving the Consent Agenda, the Board will approve the award for the 2024 Line Striping Contract to K5 Corporation of Rockland, MA for a total of $16,474.68.

In a memorandum dated April 5, 2024 DPW Director Dan Tyler asks the Board to approve the award for the 2024 Crack Seal Project contract to Sealcoating, Inc. DBA Indus of Braintree, MA for a total of $60,461.00. This project includes providing and placing 4000 gallons of crack sealing materials as a pavement preservation measure. DPW distributed bid documents and advertised the bid and Indus was the sole bidder. The project will be funded through the budgeted capital paving funds. By approving the Consent Agenda, the Board will approve the award for the 2024 Crack Seal Project contract to Sealcoating, Inc. DBA Indus of Braintree, MA for a total amount of $60,461.00.

In a memorandum dated April 3, 2024 Zoning Administrator Brian Bannon asks the Board to accept a grant of up to $44,176 from the Municipal Highway and Stormwater Mitigation Grant Program for a scoping study of Black Mountain Road to discontinue approximately 1000 feet of Black Mountain Road and replace undersized box culverts at each end of the road segment. By approving the Consent Agenda, the Board will accept a grant of up to $44,176 from the Municipal Highway and Stormwater Mitigation Program for a scoping study of Black Mountain Road.

In a memorandum dated April 3, 2024 Planning Director Sue Fillion asks the Board to accept a grant of $148,356 grant from the Transportation Alternatives Program for the design and construction of an approximate 450 feet segment of new sidewalk on Fairground Road. This segment of sidewalk will connect the existing sidewalk at Red Clover Commons south towards an existing sidewalk at the High School. A match of $37,089 will be provided by the Town from the sidewalk capital fund. By approving the Consent Agenda, the Board will authorize the Town Manager to accept a $148,356 grant from the Transportation Alternatives Program for the design and construction of an approximate 450 feet segment of new sidewalk on Fairground Road.

8. NEW BUSINESS (6:35 PM)

A. Connecticut River FERC Relicensing (6:35 PM)

In a memorandum dated April 4, 2024 Planning Director Sue Fillion asks the Board to approve a letter to the Federal Energy Regulatory Commission regarding the relicensing of the Vernon Dam. The Federal Energy Regulatory Commission is accepting comments on the Final License Applications for five hydro facilities on the main stem of the Connecticut River, including the Vernon Dam. Staff drafted a letter with a working group of members from the Planning and Conservation Commissions. The Conservation Commission endorsed the letter at their April 9, 2024 meeting. Kathy Urffer, the Vermont River Steward from the Connecticut River Commission, will be attending the meeting to answer any questions the Board or the public may have.

POTENTIAL MOTION: TO APPROVE A LETTER TO THE FEDERAL ENERGY REGULATORY COMMISSION REGARDING THE RELICENSING OF THE VERNON DAM.

B. Solid Waste Program Update (6:45 PM)

In a memorandum dated April 11, 2024 Assistant Town Manager Patrick Moreland provides an update on the Town’s Solid Waste Program. After the Town sent out a Request for Qualifications regarding a possible solid waste services agreement, Casella, the company that assumed the Town’s previous TTT contract, was the only responder. The Town is currently in talks with Casella to provide solid waste services. Moreland discusses several options the Town has been presented with, along with considerations on the needs of the community. He suggests that the Town collect as much public input as possible to identify the current needs of the community in this area before a decision is made.

  • Trash Bid

    One question. When Brattleboro asked for bids for trash pick up, did they want to see audited financials of any company that bid like they did for the ambulance service bidders?
    Are they going to make Casella put up a performance bond if they get the contract?
