DRAFT MINUTES


Members attending: Deborah Stanford (DST, Chair), David Schoales (DS, Vice Chair), Shaun Murphy (SM), Tim Maciel (TM, Clerk), Liz Adams (LA, via phone and Zoom),
Guests attending: Barbara Nowakowski (BN, Central Office), Jaime Contois (JC, member of public, via phone), Virginia Ray (VR, via phone), Mark Speno (MS)

DST announced technical problems with Zoom may prohibit connections for some. BN posted a revised agenda containing a new Zoom link on WSESD webpage. DS suggested that DST contact Gary about the possibility of using the same Zoom address for every P&A meeting.

DST convened the meeting at 3:06 pm.

DST amended agenda in order to revisit B3, Conflict of Interest later in the meeting.

Minutes of P&A meeting approved. Moved by SM, seconded by TM.

POLICY REVIEWS

F12: Transportation.

DS moved to accept policy with no changes.

JC suggested addition of time traveled. Others noted it was implicit in the current policy.

Committee agreed to put forth F12 to the full board for first reading.

G14: Animal Dissection.

No changes, but pronouns in all policies reviewed will be changed to gender neutral “they/them.”

Committee agreed to put forth F12 to the full board for first reading.

D15: Travel Reimbursement

No changes.

Committee agreed to put forth D15 to the full board for first reading.

F6: Education Records: Travel Reimbursement

Committee agreed to accept recommended amendments by VSBA.

Committee agreed to put forth F6 with amendments to the full board for first reading.

B3: Conflict of Interest

DS moved to accept additions to policy requiring a board member to notify the chair “prior to the executive session” and to “refrain from speaking or voting on the matter” at hand. General agreement with the motion.

Committee agreed to put forth B3 with amendments to the full board for second reading.

D6: Substitute Teachers

BN: Noted that committee had agreed to keep section re. background checks.

Discussion of orientation for substitute teachers.

Substitute Teacher Policy. All substitute teachers will receive Substitute Handbook which will
include district Diversity, Equity and Inclusion goals and policy on Harassment, Hazing and
Bullying.

Committee agreed to put forth D6 to full board for first reading with no changes.

A1: Role and Adoption of Policy

General agreement to keep original title, “Role and Adoption of Policy” and to accept the policy with changes noted in previous P&A meeting (add “in compliance with VT statute 563.1, the Board retains authority to approve or disapprove procedures” after “Procedures” (p.1, para. 3). Change “When the School District board” to “When the School Board Policy and Amendment committee” (p.1, para. 5).

Committee agreed to put forth A1 to full board for first reading with amendments.

D9: Alcohol and Drug-Free Workplace

Discussion of term “illegal” and possibility of legalization of marijuana continued from previous meeting.

DST will consult with Pietro Lynn on term “illegal” noted in the policy.

F24: Firearms

DST put F24 on hold until next meeting.
