Called to order by Kelly Young at 6:20 pm, January 18, 2023.

Motion made by Michelle Green to enter Executive Session under 1VSA §313 (a) (4) a disciplinary action or dismissal action against a public officer or employee. Seconded.

Invited guests: Attorneys Sean Toohey. Kendall Hoechst, and Theodore Kramer + former employee, witnesses and stenographer, Dineen Squillante.

Attending (all via Zoom): Deborah Stanford, Robin Morgan, Kelly Young
(Chair), Tim Maciel (Clerk), Michelle Green, Anne Beekman (Vice Chair),
Liz Adams, Lana Dever, Shaun Murphy, and Emily Murphy-Kaur.

Entered into ES at 6:21 p.m.

Rose from Executive Session at 9:34 p.m.

Meeting adjourned at 9:34 pm until next ES on 01.26.23 at 5:00 pm.

Policy and Amendment Committee Members present: Deborah Stanford (DS), Chair, Tim Maciel (TM), Liz Adams (LA), Anne Beekman (AB), Shaun Murphy (SM)
WSESD/SU Staff and Administrators present: Mark Speno, Paul Smith, Mo Hart, Mikaela Simms, Keith Lyman, Barb Nowakowski

Call to Order

The Meeting was called to order by DS at 2:36 PM

I Approval of Minutes
Minutes of January 23, 2023 were approved by assent.

The Committee scheduled the next meeting for February 27, 2023 at 2:30 PM.

II Update

F21 Policy on the Use of Restraint and Seclusion was readopted by the WSESD board on January 24, 2023

III Conclude Edits
F10 Reporting Suspected Child Abuse and Neglect
Add: If the Superintendent is the person suspected of child abuse or neglect, the report shall be made to DCF and the chairpersons of the WSESD and WSESU school boards.
To be presented for a 3rd reading at the February 14, 2023 board meeting.
F3 School Animal Policy
To be presented for 2nd reading at the February 14, 2023 board meeting.

III Continue review

LSP1 Student Dress Code
Tabled pending further feedback from stakeholders

H7 Leadership Councils
Remove: “during the first year of Union Unified School District operation.”

Letter of interest requirement
Add: “All Leadership Council appointment recommendations will be presented to the Superintendent for presentation to the Board.”

October appointment date

“Said term shall be renewable with approval of the Leadership Council.”

The Council shall appoint a chair and a clerk.

The Chair shall not be the Principal of the school.

Leadership Councils shall use Robert’s Rules of Order for Small Boards.

Minutes of Leadership Council meetings shall be submitted within five (5) days.

Further topics for discussion regarding Leadership Councils:
– Formalization of process for feedback to the Board
-The role of Board Members as representatives to the Leadership Councils
-Further training and orientation to LC members
