Call to Order
The meeting was called to order at 2:33 PM by DS

The minutes of 2/6/23 were approved by assent.
The next meeting is scheduled for 3/13/23 at 2:30 PM at the WSESU Central Office.

Policy F35 School Animal Policy

This policy will be presented to the full Board for a first reading at its 2/25/23 regular meeting as written, pursuant to 16 V.S.A. § 568.

IV Review procedures for communication between Central Office and this committee
New policies and policy revisions are disseminated weekly by the VSBA. They are listed under the categories “Mandatory”, “Recommended”, and “Policy to Consider.”
It is noted that in the past, these policies have been forwarded to the committee by the administrative office and that this practice will continue.

H7 Leadership Councils

It is noted the Business of Councils specified in Article 15 of the Articles of Agreement, which were approved by the electorate of the District November 19, 2019.

Consequently, they cannot be materially changed without another public vote.
Mark Speno is having a meeting with the chairs of the Leadership Councils to discuss recommendations for communication between the Councils and the Board. It is noted that the Leadership Councils function differently at the different schools Suggestion: clarifying language in the future and establishment of procedures rather
than policies. For example, it is suggested that all hiring committees have representation from the Leadership Councils.
It is noted that the language in the Articles of Agreement “may include” was intentional to allow the Board to develop procedures.
This policy will be taken up at the next meeting after Mark meets with the Council chairs.

It is noted that the needs of students remain paramount in consideration of this policy.
It is further noted that inconsistency in enforcement of the dress code has been problematic for students.
Mark Speno will check to confirm that all stakeholders have been consulted at a meeting on 3/3/23.

Removal of the bullet regarding hoodies is being considered.
