The Brattleboro Selectboard will hold a regular meeting on Tuesday, October 6, 2026, at 6:15pm in the Selectboard Meeting Room at the Brattleboro Municipal Center (230 Main Street, Room 212) and over Zoom. Prior to the regular meeting, at 5:15pm the Board will convene and is expected to enter directly into executive session to discuss real estate. The attached agenda contains information on how to access the meeting remotely, including the required “passcode.” Closed captioning will be available for deaf and hard-of-hearing community members. The backup materials for this meeting will be available on the town website by the end of the day. Please note that the Zoom link has changed.

Act 181 Trier 1B Resolution
In a memorandum dated October 6, 2026, DPW Assistant Director Darren Pacheco discusses the winter road sand bids for 2026-2027. By approving the Consent Agenda, the Board will authorize Town staff to enter into a contract with Eurovia Atlantic Coast LLC, doing business as Northeast Paving, for the supply and delivery of winter road sand for the 2026–2027 winter season.
In a memorandum dated October 2, 2026, Town Manager John Potter discusses a parade permit from the Recreation and Parks Department for the annual Horribles Halloween Parade. This parade will march down Main Street from the Brattleboro Co-op to the Gibson Aiken Center. They’ve requested authorization to block the full width of the street from 6:00 to 6:15pm to accommodate the parade. By approving the Consent Agenda, the Board will approve a parade permit for the annual Horribles Parade to take place on Saturday, October 31, 2026, from 6:00-6:15pm.
In a memorandum dated October 2, 2026, Town Manager John Potter discusses a parade permit application from Indivisible Brattleboro for a Get Out the Vote rally and march. Participants will march from the Common to the Municipal Center. Participants plan to use sidewalks and crosswalks. No street closures are required. By approving the Consent Agenda, the Board will approve a parade permit for Indivisible Brattleboro to hold a march on October 17 from 2:30 to 3:00pm.
In a memorandum dated October 2, 2026, Town Manager John Potter discusses a parade permit from Eesha Williams for a No Kings Day event. This event took place on September 12, 2026. Participants were permitted to march from the Co-op, down Main Street to the Library. The parade permit application came too late to put this on a regular Selectboard Agenda and so, the Board is asked to ratify this permit. By approving the Consent Agenda, the Board will ratify a parade permit for Eesha’s William’s No Kings Day event on September 12, 2026.
In a memorandum dated October 2, 2026, Town Manager John Potter discusses his possible appointment as the Town’s Property and Casualty Intermunicipal Fund (PACIF) delegate. By approving the Consent Agenda, the Board will delegate authority to the Town Manager for representing the Town on matters pertaining to PACIF.
In a memorandum dated September 24, 2026, Planning Director Sue Fillion discusses the process to opt-in for Tier 1B status for purposes of Act 250 jurisdiction. By approving the Consent Agenda, the Board will adopt and sign the municipal resolution to request Tier 1B status for the downtown, village center and planned growth areas for the purposes of Act 250 jurisdiction.

In a memorandum dated October 1, 2026, Assistant Town Attorney Hannah Clarisse discusses changes to Chapter 11, Licenses and Permits. The Board is asked to consider the proposed changes and make suggestions. A second reading of these amendments will be scheduled for a later meeting.

Presentation by BDCC
Representatives of the Brattleboro Development Credit Corporation (BDCC) will present the BDCC’s annual request for a Town funding contribution to Southeastern Vermont Economic Development Strategies (SeVEDS). The Selectboard’s backup materials include a letter in which BDCC Executive Director Adam Grinold asks the Selectboard to include $36,147 for SeVEDS in the Town’s FY28 budget. Included in the Board’s materials is an overview of the work SeVEDS accomplished in 2026.
POTENTIAL MOTION: TO ALLOCATE $36,147 FROM THE REVOLVING LOAN FUND TO SEVEDS FOR FY28.
